Vacancy for Inclusion and Disability Technical Advisor at
NLR Indonesia
Netherlands Leprosy
Relief (NLR), with headquarters in Amsterdam, is a professional organisation
working in the field of leprosy and disability in 16 leprosy endemic countries.
Each year, around 219,000 people globally are diagnosed with leprosy. Indonesia
ranks number 3, with relatively high disability rates. NLR has been supporting projects in Indonesia
since 1967. The main partner of NLR Indonesia is the Ministry of Health (MoH).
Activities are coordinated with MoH and are aligned to MoH requirements and
priorities. At provincial level, the provincial health services are important
partners.
Next to supporting
leprosy control, NLR Indonesia’s inclusion and disability program aims to
support and advance holistic, community-based rehabilitation and sustainable
inclusive development for persons with disabilities, including children
with disabilities and people affected by leprosy.
Prevention of
disability, home-based (self-) care and access to referral for children
with disabilities and persons affected by leprosy is one important part of our
work. Promoting Disability Inclusive Development – DID, Community
Based Rehabilitation - CBR, mainstreaming of disability and inclusion of
persons affected by leprosy into general disability and development programs is
another focus.
NLR
also works with a number of local Non Governmental Organizations (NGOs) and Disabled
People Organisations (DPOs) and with other important stakeholders such as
Universities and Hospitals. In 2017, we will aim at expanding our
disability work to include special focus for children with disabilities. For
this, we hope to collaborate with a major donor organisation from the
Netherlands called Liliane Fonds.
We are looking for an Inclusion and Disability Technical Advisor, starting as soon as possible.
Duties and Responsibilities
The technical
advisor
will be involved in the creative development, implementation through local
partners, and monitoring of programs/project in the field of Includion
and Disability.
This may include prevention of disability (POD) for persons affected by
leprosy, medical rehabilitation, socio-economic development for persons with
disabilities, stigma reduction, rights-based approaches to mainstreaming and
access, including CBR approach. Advocacy and networking with
stakeholders on district, provincial and national level, participation in
meetings and continuous updating and learning is an important part of the technical
advisor’s work.
He/she will be involved in the identification of needs for training in partners
and beneficiaries. The Technical advisor will also play the role of advising and
coaching partners and/ or organising and implementing of capacity building,
the development and piloting of innovative strategies, and in research.
The technical
advisor
will furthermore have a role in institutional fundraising by actively looking for
funding opportunities and assisting in proposal design and writing.
Key requirements
We are looking for an Indonesian
National with a working background in disability or in
leprosy, willing
and open to upgrade any gaps in knowledge and experiences in either field.
He/she should have working experience with children with disabilities, CBR
approach, project
organisation, partnering and strengthening capacity of DPO/CSO/NGO, M&E and
training.
The candidate should at
least have a bachelor degree, be fluent in Indonesian and have good English
skills. Creative and analytic thinking is required, good report writing skills,
and good computer skills.
The technical
advisor
will be reporting to the programme manager of Inclusion and
Disability
at NLR Indonesia. Good teamwork and collaboration skills are required. Cooperation
with all relevant stakeholders, including persons affected by leprosy and those
with other disabilities, and close contact and regular communication with MoH
is a prerequisite.
Regular traveling
throughout Indonesia will be the norm and can take up to 50% of the
working-time. The technical advisor must accept occasional work and
travel outside regular office times.
The station of duty is
in Jakarta. During a 6-month trial period the consultant may also be based
outside Jakarta. We are offering a full-time job, however flexibility in the
6-month trial period is possible (part-time). Remunerations are competitive.
