Position Summary:
In coordination with the Chief Party and Finance and Administration Manager, the HR and Administration Officer will be responsible for human resources administration and office coordination for the project, which aims to reduce gender based violence (GBV) in Eastern Indonesia. The program’s aim is to improve local capacity to serve victims of GBV, raise awareness of the problem, and promote behavior change in local communities. Position will be based in Jayapura, Papua. Position is contingent upon continuation of donor funding.
Essential Responsibilities:
- The incumbent carries out responsibilities in some or all of the following areas: Employment, Employee Relations, Benefit, HR Policies and Procedures, and Office Administration.
- Serve as main HR contact for all human resources matters on the project.
- Oversee payroll procedures for Indonesian staff, administer payroll, and monitor employee timekeeping.
- Support implementation and maintenance of office administration and personnel systems.
- Maintain personnel files in a confidential manner, and ensure all files are complete according to Winrock human resources policies.
- Maintain and oversee employee benefits communication and questions.
- Maintain financial/operational files, and support any audits or financial reviews of the project.
- Ensure that employment and compensation practices are in compliance with organizational policies and local labor laws.
- Develop and provide orientation to new employees.
- Work with the Chief of Party to resolve employee relations issues, as required.
- Coordinate with Winrock’s offices in Jakarta, Manila, and the U.S., as needed, to ensure consistency with other projects operating in Indonesia.
- Any other tasks assigned by the supervisor.
Qualifications and Requirements:
Education: Bachelor’s degree or equivalent experience in human resources management or a related field.
Qualifications: The ideal candidate will have the following experience:
- Minimum five years in a position of progressive HR/administrative and financial management or high level of responsibility within office operations.
- Experience working with the Indonesian NGO community
- Experience resolving employee relations situations and legal issues
- Experience working in Eastern Indonesia preferred
- Ability to work independently.
- Excellent interpersonal, communication, and organizational skills
- Strong computer skills: MS Word, Excel, Outlook, Internet
- Proficient communication skills in English.
- Ability to demonstrate the highest level of ethical standards at all times.
