In the short-to-medium term, WRI Indonesia aims to expand its presence and portfolio to include projects in the climate, energy, as well as city and transportation programs.
Overview
The Monitor & Evaluation Manager will report to the WRI Indonesia Director. She/he will work closely with WRI Indonesia Project Managers in Jakarta and the WRI Global M&E team in Washington, DC, to design, implement and manage a comprehensive monitoring and evaluation framework for a major 5-year grant focusing on reforming the forest and land use sector in Indonesia. The grant, titled “Accelerating Low Emissions Development in Indonesia through Sustainable Land-use Management and Improved Forest Governance”, has three main objectives:
- Improve management of peatland in priority jurisdictions to reduce GHG emission from peat degradation and fires while promoting equitable land use practices to enhance local livelihoods;
- Instill principles of accountability, inclusivity, and sustainability within land use management in priority provinces (Riau, South Sumatera, Papua) through the implementation of One Map policy;
- Improve transparency, accuracy and usability of Indonesia's National Forest Monitoring System to better monitor and enforce sustainable land use practices in Indonesia.
Responsibilities
The Monitoring & Evaluation (M&E) Manager will manage and coordinate all monitoring and evaluation responsibilities for the program. The M&E manager will be responsible for capturing and communicating key lessons learned throughout the project, and ensuring that knowledge and learning are communicated throughout the institute, and with partners and donors.
The M&E manager will work closely with the project managers leading each of the three objective streams with following expected outputs:
- In consultation with the WRI Indonesia Director and WRI Global M&E team in Washington, DC, prepare the terms of reference for outcome and impact evaluations for the program described above.
- Provide oversight and review of outcome and impact evaluations
- Build staff capacity
- Design and operationalize a monitoring and evaluation system for each of the three project streams, refining outcome indicators as needed, and provide training, mentoring and on-the-job support to project M&E staff and CSO implementing partners
- Provide guidance on the day-to-day project management activities that support the implementation of activities in the detailed implementation plan
- Manage one or more support staff and/or project coordinators
- Lead a monthly review of progress against the detailed implementation plan
- Regularly communicate progress and key outcomes, as well as flag unexpected challenges to the donor and WRI’s global management team
- Contribute to proposal development as needed
- Work closely with technical staff and field staff to design and implement a system to identify, analyze, document and disseminate lessons learned from project activities
- Manage the evaluation processes, including liaising with external stakeholders, creating terms of reference and evaluation guidelines, and ensure that baseline studies are conducted and that information is stored for future use
- Oversee the hiring and management of any external consultants needed to support field assessments, mid-term evaluation, and final project evaluation
- Share evaluation results with all relevant teams and ensure that lessons from evaluations are incorporated into the development of all new projects
- Ensure satisfactory completion and acceptance of the final project report to be submitted to the donor at the end of the grant period.
- This report must include:
- An assessment of the project’s effect on society (impact)
- A description of the main lessons learned from the project
- An assessment of the sustainability of the achieved results by the project
Qualifications
Required Qualifications:
- Legally able to work in Indonesia
- Master’s degree in in a relevant field. Minimum 5 years of full-time work experience related to monitoring & evaluation and/or project management within a development organization or international NGO
- This role will require work-related travel to government agencies in Jakarta and other locations including WRI Field Offices.
Experience:
- Demonstrated expertise in project design and management and project-level monitoring and evaluation
- Demonstrated practical experience in research and evaluation design and implementation, including developing sound methods and tools for data collection. Ability to apply analytical techniques to develop high quality reporting is essential
- Demonstrated ability to break down and communicate complex concepts simply with a range of stakeholders in multicultural settings
- Demonstrated ability to facilitate learning from M&E findings with implementation teams and other relevant stakeholders
- Experience supervising and mentoring staff
Skills and Knowledge:
- Knowledge of the non-profit sector and the context in which non-profit organizations operate
- High level report writing skills and quantitative analysis skills
- Ability to communicate effectively with a diverse range of people and cultures, including government institutions
- Good knowledge of M&E best practice methodologies
- Ability to multi-task and allocate/review priorities to meet deadlines in a time-bound environment
- Detail-oriented and organized thinker who can juggle multiple, competing priorities
- Fluency in Bahasa Indonesia and English
Preferred Qualifications:
- Postgraduate research experience or an equivalent experience directly related to monitoring and evaluation and/or international development is highly desirable
- Experience working in one or more related field: forest conservation, landscape restoration, local and indigenous land rights, conflict resolution, environmental policy, sustainable livelihoods, rural development
- Expertise in gender analysis and gender sensitive research methods
- A good understanding of Government of Indonesia (GoI) processes
Final candidates will be required to take a writing/analytical test.
Optional: Finalists will need to submit 2 writing samples.
