Project Summary:
The USAID/Indonesia Monitoring and Evaluation Support Project (MESP) is designed to improve the functioning and utility of USAID Mission Performance Monitoring, Evaluation and Project Planning and Design systems through a combination of targeted direct M&E implementation, expert technical assistance, formal training, and knowledge sharing and M&E collaboration support. Under MESP, MSI has been asked to conduct a final performance evaluation of USAID’s Maternal and Child Health Projects. The evaluation is expected to begin in December 2016. It will last about 5 months.
Position Summary:
MSI is seeking evaluation team members to work under the leadership of the Team Leader and MSI for the upcoming Maternal and Child Projects evaluation. The purpose of the evaluation is to gather lessons learned to inform future USAID and Government of Indonesia efforts to reduce maternal and newborn mortality in Indonesia. MSI is seeking:
Evaluation Specialist
Responsibilities:
- Participate in the initial Team Planning Meeting in Jakarta.
- Support qualitative data collection, which may include desk review, key informant interviews, or focus group discussions in Jakarta and multiple provinces.
- Analyze qualitative and quantitative data that has been collected.
- Contribute to coordinating a Findings/ Conclusions/ Recommendations Workshop in Jakarta as well as a final workshop with Government of Indonesia officials.
- Contribute to the development of the evaluation deliverables, including the methodology and workplan, evaluation reports (draft and final), and debriefing.
- Other tasks, as assigned by the Team Leader or MSI.
Qualifications:
- At least 6 years’ experience working in related field required.
- Experience evaluating projects in the health sector, particularly maternal and child health, preferred.
- Master’s degree in relevant field required.
- Prior experience and able to work on evaluation teams for evaluations of donor funded projects, experience evaluating USAID projects strongly preferred.
- Strong knowledge of qualitative evaluation practices required.
- Familiar with qualitative analysis software.
- Basic research skills including experience conducting structure/semi-structured interviews, FGD and designing/administering surveys.
- Basic statistics and data analysis skills, including data visualization skills.
- Evaluation design experience, including the selection of appropriate data collection methods on a question specific basis and development of a detailed data analysis plans.
- Excellent writing and inter-personal communication skills.
- Fluency in English and Bahasa required.
Responsibilities:

- Provide the evaluation team with insight into the functioning of Indonesian health system andinstitutions.
- Analyze quantitative and qualitative data that has been collected.
- Contribute to coordinating a Findings/ Conclusions/ Recommendations Workshop in Jakarta as well as a final workshop with Government of Indonesia officials.
- Contribute to the development of the evaluation deliverables, including the methodology and workplan, evaluation reports (draft and final), and debriefing.
- Other tasks, as assigned by the Team Leader or MSI
- At least 5 years’ experience working in the field of maternal and child health in Indonesia.
- Strong knowledge of governance structures and health system in Indonesia required.
- Master’s degree in relevant field required
- Prior experience serving on evaluation teams preferred.
- Basic research skills including experience conducting semi-structured interviews preferred.
- Experience reviewing and making sense of a large volume of interview data preferred.
- Fluency in English and Bahasa required, both writing and speaking.
Governance Specialist
Responsibilities:
- Participate in the initial Team Planning Meeting in Jakarta.
- Support qualitative data collection, which may include desk review, key informant interviews, or focus group discussions in Jakarta and multiple provinces.
- Provide insight relates to the local government regulation and system on the delivery and administration services of maternal and child health providers in Indonesia.
- Analyze quantitative and qualitative data that has been collected.
- Contribute to coordinating a Findings/ Conclusions/ Recommendations Workshop in Jakarta as well as a final workshop with Government of Indonesia officials.
- Contribute to the development of the evaluation deliverables, including the methodology and workplan, evaluation reports (draft and final), and debriefing.
- Other tasks, as assigned by the Team Leader or MSI
- Master’s degree in relevant field required.
- At least 5 years’ experience working in the field of government policy, public administration, or healthin Indonesia.
- Required strong knowledge of local government policies, structures and system on the maternal and child health services in Indonesia
- Experience serving on evaluation teams for evaluations of donor funded projects, experience evaluating USAID projects strongly preferred Prior experience serving on evaluation teams preferred.
- Experience reviewing and making sense of a large volume of data preferred.
- Fluency in English and Bahasa required, both writing and speaking
Epidemiologist/Clinical Data Specialist
Responsibilities:
- Participate in the initial Team Planning Meeting in Jakarta.
- Provide insight to develop and design the quantitative and qualitative data collection of maternal and child health providers in Indonesia to the evaluation team.
- Support qualitative data collection, which may include desk review, key informant interviews, or focus group discussions in Jakarta and multiple provinces.
- Performs statistical analysis and review of clinical data related to maternal and child mortality that has been collected.
- Evaluating the methodolgy used by USAID/Indonesia’s Health Project to determine the effectiveness of the projects.
- Contribute to coordinating a Findings/ Conclusions/ Recommendations Workshop in Jakarta as well as a final workshop with Government of Indonesia officials.
- Contribute to the development of the evaluation deliverables, including the methodology and workplan, evaluation reports (draft and final), and debriefing.
- Other tasks, as assigned by the Team Leader or MSI
Qualifications:
- Master’s degree in relevant field required.
- At least 5 years’ experience working in the field of clinical data management and/or epidemiological data analysis in Indonesia.
- Strong proficiency with statistical analysis and methods required.
- Experience serving on evaluation teams for evaluations of donor funded projects, experience evaluating USAID projects strongly preferred Prior experience serving on evaluation teams preferred.
- Experience reviewing and making sense of a large volume of data preferred.
- Fluency in English and Bahasa required, both writing and speaking
