POSITION: Monitoring & Evaluation Specialist
DUTY STATION: Jakarta, Indonesia with travel in Indonesia
REPORTS TO: Chief of Party - Indonesia
OVERVIEW:
Working under the direction and guidance of the Chief of Party of the USP/PQM Indonesia Office, the incumbent will be responsible for Monitoring and Evaluation (M&E) of the program. He/she will develop a Performance Monitoring Plan for the USP/PQM program in Indonesia and work with the team to collect, analyze and report program data for program learning and informed management decisions. The incumbent will also help support the USP/PQM program planning and effective implementation to meet its set goals and objectives.
MAIN RESPONSIBILITIES:
- Develops the USP/PQM Performance Monitoring Plan (PMP) document in alignment with the PQM global results framework and PMP in order to track the completion of the program goals.
- Develops detailed PMP/M&E implementation plan (e.g. data collection, data quality check, data analysis, etc.) for the USP/PQM Indonesia program; periodically monitors and evaluates the program to ensure it is on track and assessing the validity of the information and indicators that contribute to that plan.
- Monitors all project activities and progress towards achieving project outputs to ensure the project is on track according to the work plan.
- Suggests strategies to Senior Chief of Party for improving the efficiency, effectiveness and sustainability of the program.
- Collects data for all country level indicators and enter into a database (Newdea) on a regular basis;seeks ways to streamline the process and increase efficiency in gathering and using performance information.
- Coordinates the regular review of progress towards achieving program objectives through monthly/quarterly program reviews, portfolio reviews or other processes.
- Reports quarterly, semi-annual and annual progress on all program activities to the Chief of Party.
- Builds capacity of the staff in M&E.
- Participates in annual project reviews and planning workshops and assist the Country Representative for PQM.
- Coordinates program reviews or evaluations with PQM Headquarters M&E Manager; provide input into the design, implementation and dissemination of internal program reviews or evaluations.
MINIMUM REQUIRED QUALIFICATIONS:
- S1 University Degree required, preferably in M&E, Public Health, Social Sciences, Business Administration, Health Economics, Demography or Statistics.
Required Experience:
- At least 4 years of experience in Monitoring & Evaluation (M&E) including design and implementation of M&E in development projects implemented by national/international NGOs/or Government.
- Experience in program planning and tracking of implementation.
- Experience in designing tools and strategies for data collection, analysis and production of reports.
- Expertise in analyzing data using statistical software.
- Experience/knowledge of qualitative and quantitative data collection and analysis tools and methods.
- Practical experience with USAID M&E procedures and practices is highly desired
- Ability to work independently and to liaise and coordinate activities between different agencies that USP/PQM works with.
Knowledge, Skills and Abilities (KSA’s):
- In-depth knowledge on M&E/MIS and development issues.
- Understanding of project cycle management.
- Excellent knowledge of monitoring and the application of methodology: Good understanding of capacity assessment methodologies; excellent ability to identify significant capacity building opportunities.
- Excellent communication skills (written and oral): sensitivity to and responsiveness to all partners, donors and program staff.
- Excellent analytical skills; mature judgment combined with a proactive, energetic approach to problem solving.
- Proficient in English language (written and spoken).
