Background:
The IRC is currently starting its operations in Libya with emergency and reproductive healthcare programming targeted at the most vulnerable non-displaced, IDPs, refugees and migrants in hard-to-reach areas. According to assessments, healthcare is considered the priority need in Libya, most urgently in terms of quality health staff, medicines and supplies. There are significant gaps in the response, according to Libya's Ministry of Health (MoH), the Libyan Red Crescent, UN agencies, and international NGOs.
IRC's emergency team in Libya has the specific goal of reaching those in the hardest hit areas to beneficiaries of all ages and gender, both Libyans and third-country nationals. The emergency health activities will be foscused on supporting essential primary health care. The reproductive health activities will specifically target women and girls. IRC's emergency team is engaging local communities and empowering them to ensure they have equal access to health services while mobilizing outreach clinics to maintain proximity to the people in need.
Job Overview/Summary:
This program seeks a qualified emergency health manager who will work directly with IRCs Emergency Health Coordinator and Libyan health staff to ensure quality services within IRC supported healthcare facilties in the Misrata area.
Responsibilities
- Liases and ensure regular coordination with the Ministry of Health and supported health facilities and participate in health related meeting.
- Participate in needs assessment of the health facilities as IRC program required and prepare assessment reports.
- Provide technical and managerial support to IRC expatriate health staff at Misrata Central Hospital.
- Campaign for and identify locations for out reach mobile clinics based on needs assessment and security situation.
- Supervise and support implemententation of mobile clinic activitieis and coordinate with supply chain team movement and needs of medical supply and equipment.
- Trace and maintain records of service delivery statistics and repare reports as requested.
- Ensure submission of regular (monthly) reports and inputs to the Emergency Health Coordinator and/or program management team in a timely manner.
- Work with the Emergency Health Coordinator to develop and implement appropriate tools for monitoring of supplies consumption in the supported health facilities.
- Maintain good relationship with IRC partners as MOH, local health authorities, WHO,etc.
- Contribute to the positive image and overall credibility of the organization, notably through the application of the organization's Code of Conduct.
- Any other tasks by the Health Coordinator, Program management team, in liaison with the progress and the needs of the Operation.
Requirements:
- Bachelors degree in a medical field (Nursing, Medicine, Public Health) plus a Masters in any related field is required.
- 2-3 years of experience in the field of primary health care with in-depth technical knowledge of implementing maternal and child health, family planning, or related programs.
- Good problem solving skills and team managmnet
- Good negotiation skills and networking
- Demonstrated experience working with multiple partners and stakeholders
- Strong interpersonal and verbal communication skills
- Experience in training and mentoring
- Previous experience of working in North Africa preferable
- Fluent Arabic speaker
