Government Liaison Assistant
Background
USAID’s five year “Adaptasi Perubahan Iklim dan Ketangguhan” (APIK) Project supports the Government of Indonesia to strengthen climate and disaster resilience, working in an integrated manner from the national level down to the regional and community levels. In support of this overall objective, APIK seeks to:
- Mainstream climate change adaptation and disaster risk reduction into national and sub-national governance frameworks;
- Build the capacity of local communities and the private sector to address climate change and weather-related natural hazards; and
- Support the use of information for climate and disaster risk management among key stakeholders.
At the subnational level, APIK seeks to build the capacity of local governments in East Java, Southeast Sulawesi, and Maluku to address CCA & DRR through planning and operations, public outreach, and the institutionalization of resilience-building practices in day-to-day activities. With a regional office located in the respective provinces, the Project works in targeted landscapes with the communities on the front lines of climate change and disaster resilience in the target districts to implement measures and link those measures to the relevant government processes in a holistic systems approach.
Crosscutting the national and subnational levels, APIK further seeks to mainstream CCA/DRR into the private sector as well as the improved uptake and utilization of climate and weather information (CWI) services. Private sector engagement is critical to addressing shared economic risks and livelihoods, while improved climate and weather information services empower public and private institutions alike to better prepare for and respond to climate and disaster risk.
APIK works in partnership with the Government of Indonesia, the specific ministries that APIK collaborates with are as follows: BAPPENAS (Executing Agency), Ministry of Environment and Forestry KLHK (Technical Counterpart Agency), BNPB, KKP, BMKG, BPS, BIG and Kemendagri. As the Technical Counterpart Agency (TCA) KLHK is the key partner for day to day activities of APIK. All project activities are carried out in close collaboration with KLHK and specifically the Directorate for Climate Change. APIK is seeking a Government Liaison Assistant to support the partnership between APIK and KLHK. This position is needed to ensure good communication and so that administrative matters are accomplished in a timely manner in order for APIK activities to run well. This position will be primarily based in the KLHK building with some time spend in the APIK office.
The successful Government Liaison Assistant will be eager to work on administrative matters, such as day to day correspondence, the ability to manage files/ documents, able to support setting up meetings and must have good communication skills. The assistant will report to APIK but on a daily basis interact extensively with KLHK staff.
Scope of Work
The function and roles of the Government Liaison Assistant are:
- Facilitate effective day to day communication between APIK and KLHK
- Support communication between APIK, KLHK and other technical ministries related to the implementation of the APIK project.
- Support preparation of official letters (e.g. meeting invitations, visa requests, tax exemption letters) and ensure that these letters are delivered and responded to in a timely manner.
- Participate and communication of administration matters such as Technical Agreement (TA), preparation of Hand Over Good and Services (Berita Acara Serah Terima/BAST), and others.
- Bridging the communication and activities of APIK and KLHK, regarding activities preparation, coordination, and implementation to ensure the work plan can be run well.
- Document and communicate to APIK requests regarding project operations from the Secretariat APIK in KLHK.
- Produce bi-weekly summary update reports
The requirements needed for the Government Liaison Assistant here are:
- At least 3 year’s experience in the position of project administration and communication, particularly working and dealing with government.
- Understanding and knowledge of climate change issues, and climate change adaptation (Preferred).
- The ability to communicate verbally and writing in Bahasa Indonesia and English.
- The Government Liaison Assistant will be primarily based in the KLHK building with some time spend in the APIK office.
- This position is based in Jakarta with occasional travel to APIK working areas.
- The Government Liaison Assistant will report to the Executing Agency Liaison Officer (EALO).
