JOB PURPOSE:
To provide senior leadership for the mission in accordance with NP’s values and principles. The HoM will grow the young regional programme while providing management oversight with the support of the Senior Management Team. The HoM will ensure quality implementation of all programme components, operations, human resources, financial management and budget development. S/he will ensure accountable and quality programme delivery, the safety and security of the staff. With the programme development staff the HoM works to identify new funding sources and negotiate funding opportunities to support programme implementation. S/he will strengthen networks and is responsible for NP’s advocacy efforts in the mission area and to contribute to NP’s global advocacy. The HoM is the legal representative of NP in the area of operation and will participate in organization wide programme and knowledge development.

KEY OBJECTIVES/RESPONSIBILITIES:

Strategic development

  • Maintain a coherent strategy for the long term development of the mission;
  • Communicate this strategy internally and externally, collaborating with others to maximize impact and effectiveness;
  • Manage effective relationships with principle partners – within area of operations and outside, as the programme evolves;
  • Contribute to strategic thinking on NP’s potential role in the region, factoring this into NP’s strategy for area of operations.
Programme Implementation & Development
  • Accountable for the delivery, effective management and monitoring, evaluation and learning of the programme.
  • Co-ordinates with the Programme Development staff to identify new funding sources and negotiate funding opportunities to support programme implementation.
  • Ensures that secured donor contracts and income are managed effectively and efficiently in compliance with donor contractual requirements and NP policies and procedures
  • Supports programme management team to provide technical advice and oversight for the field teams and sub granted partners implementing of civilian protection and violence reduction projects, either directly or through line managers
  • Leads ongoing context analysis in order to inform program implementation and guide adjustments necessary to remain relevant.
Representation and Advocacy and Donor Relations
  • Cultivate donor relations to secure funding and ensure NP’s positive reputation
  • Represent NP in coordination and advocacy fora, with agencies, government officials, UN officials, local government and partners as it relates to the programme
  • Strengthen formal and informal networks
  • Provide direction for in-country and regional advocacy work while contributing to NP’s global advocacy engagements
Safety and Security
  • Lead, in coordination with relevant staff, to ensure that all staff are trained in NP’s global minimum standards for Safety & Security
  • Ensures that emergency preparedness and contingency plans are appropriate, effective and reviewed every 6 months.
  • Responsible for the development of mission security plans.
  • Provide leadership in emergencies in coordination with the Senior Management Team
Financial & Operational Management
  • Responsible for establishing legal registration of the organization in areas of operation
  • Accountable for the management and reporting of financial resources and assets.
  • Provide budget management oversight, coordinating with finance staff to monitor actual expenses as compared to budget, ensuring appropriate burn-rate and making spending decisions appropriate to the needs and the status of the grant
  • Provide oversight for approvals for expenses and coordinate with finance to ensure appropriate allocations of shared costs
  • Coordinate with finance/grants management to review and correct finance reports prior to submission for donor reporting
  • Closely monitor potential funding shortfalls with finance/grants management; ensure corrective action undertaken as necessary
  • Ensures procurement, logistics and administration are implemented in accordance with NP’s policies and in compliance with donor contracts
  • Provides oversight for the implementation of operational processes for the maintenance of physical assets, inventory, compound and fleet function
  • Provides oversight to the administrative functions and processes required to be put in place for the establishment of offices and field sites
Personnel Management
  • Directly manages members of the in-country Senior Management Team (SMT) or equivalent depending on mission size
  • Ensures diversity in the workplace in consideration of NP’s principles of gender balance, diverse national and ethnic backgrounds
  • Communicates appropriately, encourages and develops others, providing feedback and adapting leadership style to bring about successful outcomes.
  • Builds and strengthens internal culture by displaying self-awareness and appropriate communication skills to set an example for others to follow.
  • Responsible for ensuring staff have the required legal/immigration documentation for their status as NP staff working in the country
  • Ensure sufficient level of staffing, identifying the need for new recruitment in a timely fashion
  • Participate in the recruitment of key staff
  • Providing staff with a clear direction, delegate work effectively and appropriately
  • Lead by example in modeling and encouraging an environment where staff are motivated and supported for professional development
QUALIFICATIONS AND COMPETENCIES:
Education, Knowledge and Experience
  • Relevant university degree or higher education, preferably in management, social sciences or international development; or equivalent professional experience
  • Minimum 7 years leadership and management experience;
  • Previous experience from working as a senior manager in a humanitarian/recovery/development context;
  • Demonstrated experience working with state and local, civil and armed actors
  • Demonstrated ability to live, work and solve problems independently and effectively in remote, highly challenging locations
  • Proven experience in remote management;
  • Proven communication and interpersonal skills;
  • Demonstrated ability to analyse conflict, security and political contexts
Skills

  • Demonstrable conflict analysis skills, identify entry points and design prevention and protection strategies

  • Information Technology:
  • Good skills in Microsoft Office applications. Hardware IT skills an asset
Other Specialized Requirements
  • This position will have to travel to field sites, including locations that could have no electricity or running water with limited access to communications.
  • NP missions are often in complex security environment where conditions change rapidly ability to manage in insecure environments is essential to success in this position
