QED Group Job Vacancy: Chief of Party, Green Invest Asia - Bangkok, Thailand

USAID's Regional Development for Asia (USAID/RDMA) intends to release a request for proposals (RFP) in late 2016 or early 2017 called Green Invest Asia. This project, which is likely to be based in Bangkok, Thailand, will have a regional focus, including Indonesia, Vietnam, Cambodia, and the Philippines. Green Invest Asia has three objectives: (1) Develop a pipeline of investable sustainable landscape (SL) projects; (2) increase investment in SL by banks, financial institutions, funds, and low-emission land use management businesses; and (3) improve the capacity for regional investment into SL. QED is looking for experienced, well-qualified professionals to potentially lead this project.

Candidates should have experience in at least two of the following areas:

  • Sustainable investing, social impact investing, or investing in the environment
  • Leadership on international projects
  • Asia--especially Thailand, Indonesia, Vietnam, Cambodia, or the Philippines
  • Sustainable landscapes, climate change, or the intersection of environment and business concerns

Responsibilities
The RFP has not been released as of this posting, so the following responsibilities are subject to change based on the requirements contained within the forthcoming procurement.

  • Provide overall project vision, technical leadership and management.
  • Consult and advise USAID/RDMA and bilateral Missions how to achieve Green Invest Asia's 3 techncial objectives (outlined above)
  • Achieve program results efficiently, in a timely fashion and in compliance with USAID and US Government policies and procedures.
  • Serve as the main point of contact for the contract with USAID/RDMA, bilateral Missions, implementing partners, and other donors.
  • Lead work planning, including contingency planning if necessary, and oversee the operations of the contract to achieve successful implementation of activities.
  • Mentor local staff to enhance capacity and actively contribute expertise to the Contract overall and provide strategic and operational direction.
  • Oversee project management systems for finance and administration, logistics, human resources and strategic operation.
  • Ensure the completion of timely reports, evaluations, analyses, assessments, and deliverables that meet USAID quality control/assurance standards.
  • Ensure compliance with the terms and conditions of the Contract.
Qualifications
The RFP has not been released as of this posting, so the following qualification are subject to change based on the requirements contained within the forthcoming procurement.
  • The Chief of Party (COP) will be an international expert with at least ten years of professional experience leading international projects that focus on finance, impact investing, or sustainable landscapes.
  • Advanced degree in business, finance, or a closely related field.
  • Highly developed interpersonal communication, presentation, and negotiating skills.
  • Strong understanding of multi-sectoral development theory and thorough working knowledge of USAID operations, regulations, policies, procedures and programs desirable.
  • Familiarity with Asia (culture, society and development context) or with other countries in the region.
  • Should have strong leadership skills and experience in managing large interdisciplinary teams, as well as working in politically sensitive contexts.
  • Exceptional proficiency in written and spoken English.
