MEDIA ADVISOR AND ADVOCACY COORDINATOR, CHINA PROGRAMS

SUMMARY DESCRIPTION
The Media Advisor and Advocacy Coordinator is responsible for supporting media-related and general program activities of the Campaign for Tobacco-Free Kids’ (TFK) China Programs. He/she assists with implementation and coordination of communications strategies in collaboration with non-governmental organization (NGOs) and will coordinate a portfolio of contracts and grants to NGO, civil society groups and governmental agencies. S/he will serve as both strategist and consultant to the China team, grantees, and key partners to further the communications objectives and advocacy goals. This position requires constant communication with partners and grantees in China and coordination of grantee activities with Campaign efforts and other international partner organizations. Coordination activities may include: identification and coordination of resources, technical assistance to grantees, and to Campaign activities. The Media Advisor and Advocacy Coordinator reports to the Policy Director of China Programs (based in Beijing, China) and the Director of China and Philippines Program (based in Washington, DC). This position will be based in Beijing.
Primary Duties
- Under the supervision of the Policy Director of China Programs and in coordination with other China Team members, support the development of TFK’s China portfolio;
- Collaborate with TFK’s DC team and in-country grantees/partners to efficiently and creatively craft and implement media strategies in support of the policy objectives;
- Assess the media landscape, capacity, and opportunity in China and leverage that analysis in partnership with the China team and staff in DC;
- Oversee relationships with and output of communications agencies and consultants, including PR agencies and media monitoring vendors;
- Organize journalist workshops and develop strategic partnerships with media organizations, journalism schools and appropriate organizations;
- Draft, edit and/or oversee production of communication strategies, press releases, reports, brochures and other communications materials as needed;
- Identify and work with potential grantees to develop effective advocacy grant proposals;
- Work with the Director of China and Philippines Program and TFK Grants Unit to ensure the successful implementation of grants projects in China. This may include helping to negotiate grant proposals, assessing grant proposals and plans, monitoring funded projects, organizing appropriate technical assistance and training, and assisting grantees to achieve their project goals through appropriate program design modifications;
- Support the TFK Grants Unit to assist grantees to establish and maintain sound grants management practices and to submit reports consistent with approved program work and budgets;
- Coordinate activities of the China team and the Campaign’s International Resource Center staff to assure the provision of focused advocacy, media, research and legal support;
- Help prepare monthly, quarterly, and annual reports; assists in responding to other donor requests and inquiries.
- Perform other duties as directed by the Policy Director of China Programs in Beijing, as well as the Director of China and Philippines Programs in Washington, DC.
The new Media Advisor and Advocacy Coordinator will be motivated by the opportunity to influence public policy for the betterment of people in China and be experienced in the use of media as a component of campaigns to advocate for policy change and implementation. S/he will possess demonstrated experience training and supporting others to successfully utilize the media as a component of policy advocacy campaigns. The ideal candidate will possess many of the following professional and personal abilities, attributes, and experiences:
- Proven experience using the media as a tool for advocacy with a deep understanding of the elements of both campaign development and implementation paired with ability to leverage the power of civil society to achieve policy change goals;
- A broad client-service centered approached gained from experience in media strategy and public relations, and/or particular experience serving NGO clients in a consulting relationship.
- Demonstrated ability to develop and implement media (including social media) and communications strategies in support of advocacy objectives and implementation in China; Keen ability to assess the areas for increased capacity and technical assistance.
- Five (5) to seven (7) years relevant experience in media relations, public relations, consulting or advocacy campaigns.
- Strong program or grants management experience.
- Excellent writing, speaking, and editing skills in Chinese (Mandarin) required; proficiency in English is required; additional proficiency in Cantonese a plus.
- Experience working at the international level and in cross-cultural settings; Ability and desire to travel in China and overseas periodically.
- Flexibility, focused organizational skill, and good humor required to handle multiple tasks in fast-paced environment; Strong project management skills, fine attention to details, and ability to deliver project goals in a timely fashion.
- Consultative and collaborative approach; comfort working across a large and complex international NGO on complex policy issues.
- Knowledge of and proficiency with a variety of computer software applications including Microsoft Word, Excel, Access, PowerPoint and Outlook.
