Essential Job Duties/Scope of Work:
BACKGROUND:
International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through relief and development programs, seeks candidates for the position of GBV Advisor for our anticipated USAID Gender-Based Violence (GBV) program in Eastern DRC. This position is contingent on the consortium being awarded funding from USAID and is anticipated to begin in September 2017.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. International Medical Corps has worked in DRC since 1999. We have since served more than two million people in DRC, 80 percent of whom were displaced by the war. Today, we provide health care, nutrition, gender-based violence prevention and response, and basic water and sanitation services in some of DRC’s most remote and volatile areas, often where the presence of other international organizations is extremely limited or non-existent.
POSITION SPECIFIC BACKGROUND:
International Medical Corps is seeking a GBV Advisor for a five year, multimillion dollar USAID-funded project in Eastern DRC. The future GBV project will build upon current USAID-supported programming in country. It will continue the holistic approach with the four main pillars of: medical response, psychosocial support, legal assistance, and socioeconomic reintegration. The new program will include a social behavior change (SBC) component to mobilize communities, particularly youth and men, around prevention of GBV.
JOB SUMMARY:
The primary function of the GBV Advisor is to provide technical guidance for the scale-up of GBV prevention and response activities in multiple sites in Eastern DRC. Emphasis may be placed on different aspects of comprehensive GBV prevention and response programming, including SBC, health, psychosocial support and empowerment activities.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Program Planning and Strategy:
- Work closely with the GBV Project Management Unit and Country Team to develop detailed strategy and work plans aligned with program goals and objectives
- Provide strategic analysis and recommendations for improved programming, based on evolving needs and familiarity with promising practices in the field
Program Implementation and Capacity Development:
- Contribute to the design of interventions and the start-up of activities
- Provide technical support to strengthen and standardize programming across sites, including social behavior change interventions and response services, including psychosocial support and case management
- Organize and lead GBV technical trainings as needed
- Contribute to healthcare trainings to improve clinical response to sexual assault and other forms of GBV
- Provide guidance on information-sharing and data management systems
- Maintain flexibility to take on added responsibility as and when needed
Human Resources Management:
- Assist in recruitment and support of qualified program staff as needed
- Promote support strategies for staff, including principles of self-care
- Fill in for program managers as needed during any periods of extended absence, including support and supervision of program teams
Coordination:
- Contribute to the GBV sub-cluster and other GBV coordination mechanisms
- Coordinate with local and international NGOs, government representatives, and other stakeholders
- Advocate for adherence to SOPs and on behalf of program teams as needed
- Ensure visibility of the agency amongst the donor and NGO community
- Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct

Qualifications:
To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation.
- Master’s degree in Social Work, Communications, Public Health, International Development or other relevant field of study or University degree with equivalent work experience
- Minimum six (6) years demonstrable experience in GBV prevent and response program design, implementation, monitoring and evaluation
- Field experience required; conflict or post-conflict experience strongly preferred
- Strong understanding of DRC context; Experience working in DRC preferred.
- Proven knowledge and experience in developing and implementing community mobilization projects
- Proven experience in developing and delivering training and of group facilitation
- Experience with SBC programming desired
- Ability to exercise sound judgment and make decisions independently
- Ability to remain flexible and to cope with stressful situations and frustrations
- Ability to work well with a team, to relate to and motivate national staff effectively
- Creativity and the ability to work with limited resources
- Strong communication skills, both oral and written
- Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus
- Experience working in close collaboration with local actors in program implementation
- Experience with USAID reporting deliverables preferred
- Experience working in consortia with other partners for implementation preferred
- Fluency in oral and written French and English required; Understanding of Kiswahili an advantage
