We're currently advertising for the position of Monitoring & Evaluation and Learning (MEL) Adviser - Laos Australia Institute (LAI).

Laos Australia Institute (LAI)
Adviser to ensure the monitoring and evaluation and learning of the Laos Australia Institute (LAI) is delivered to best-practice standards and in accordance with Statement of Requirements. The MEL Adviser will work with the Institute Director to revise and maintain the M&E framework and systems to support LAI's reporting requirements.

• Up to 140 days total from 1July 2017 to 30 June 2021
• Based in Vientiane, Laos

On behalf of the Australian Government's Department of Foreign Affairs and Trade (DFAT), Coffey International Development (Coffey) manages the Laos Australia Institute (LAI). The focus of LAI is human resource development working at the national level and with key government agencies. LAI manages the Australia Awards Scholarships (AAS) in Laos and the Laos Australia National Scholarships (LANS), which supports young men and women from remote and disadvantaged areas to complete a four-year undergraduate degree at a local university. LAI aims to improve participation of women in leadership and management roles, and increase the capacity of people with disability and organisations involved in disability-inclusive development.

The first phase of LAI will be completed in June 2017, with the second phase commencing in July 2017 for four years. This position is for LAI Phase 2 (1 July 2017 to 30 June 2021).

The position
The MEL Adviser is responsible for ensuring the monitoring and evaluation and learning of LAI is delivered to best-practice standards and in accordance with the Statement of Requirements. The MEL Adviser will work with the Institute Director to revise and maintain the M&E framework and systems to support LAI'S reporting requirements. The MEL Advisor is responsible for promoting a continuous cycle of learning across the program to support DFAT in evidence-based policy dialogue and contribute to GoL evidence -based policy making. Key responsibilities include:

• Prepare and implement a detailed Monitoring Evaluation and Learning (MEL) Plan for LAI Phase 2;
• Design and deliver a workshop on the revised MEL Plan for program staff, DFAT and Government stakeholders;
• Analyse and report on progress achieved against program outcomes and outputs, working with the Institute Director to ensure all program deliverables meeting DFAT's monitoring and evaluation standards.
• Ensure all M&E data is collected according to MEL Plan requirements and;
• Capacity build LAI staff in M&E functions and operations.

The Person
We are seeking applicants with post-graduate tertiary qualifications in a relevant M&E field and at least 10 years' demonstrated M&E experience. This will include leading the development and implementation of MEL frameworks on donor assisted programs and projects. The successful candidate will also have considerable work experience related to DFAT or other donor, cross cutting themes and their inclusion with MEL systems. You will also have extensive knowledge of the higher education sector in the development context including the role of scholarships programs.

This position is Category C, Level 3 under the DFAT Adviser Remuneration Framework.
