The Pacific Community (SPC) invites applications for the position of Director of Human Resources, located at its headquarters in Noumea, New Caledonia.

The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 26 country and territory members. In pursuit of sustainable development to benefit Pacific people, our organisation works across more than 20 sectors. We are known for our knowledge and innovation in such areas as fisheries science, public health surveillance, geoscience, and conservation of plant genetic resources for food and agriculture.

The Operations and Management Directorate (OMD) is managed from SPC’s headquarters in Noumea, New Caledonia and provides corporate services to all SPC divisions and programmes. It consists of three key teams: Finance, Human Resources and Information Services. OMD is focused on improving the effectiveness of systems, policies and management so as to provide high quality customer-oriented services.As such, the Human Resources (HR) Department is an integral part of OMD.

The Role – The Director of Human Resources is responsible for leading the HR Department in OMD. The position is responsible for the development and implementation of strategic and operational human resources management initiatives, recruitment and effective human resources support to SPC’s divisions, programmes and sections. The HR Director is a member of SPC’s Senior Leadership Team (SLT) and the Director-General’s Management Advisory Group.

The successful applicant must be able to demonstrate strong ability, and the potential to lead in the following five key result areas: 
  • Provide strategic leadership and management that ensure effective service delivery of HR services, including recruitment and advice, to support SPC’s overall strategy, in all SPC locations. 
  • Identify, plan for, and implement strategic opportunities to improve and develop SPC’s HR functions.
  •  Ensure that the HR Department is well managed financially, activities are cost recovered as appropriate, and that resources are directed to SPC priorities. 
  • Provide advice to the executive and work closely with other members of the SLT and other internal stakeholders to implement system and process improvements, and further SPC’s strategic objectives.
  • Oversee the department’s compliance with all of SPC’s legal obligations, policies and procedures, and build SPC’s compliance with service-specific policies (e.g. staff rules and HR policies).

Key selection criteria

Qualifications
  • Advanced university degree (Master’s degree or equivalent) in business, HR, or another relevant field
Technical expertise
  • At least 15 years of experience in a senior HR management role in the private, public or not-for-profit sector
  • Demonstrated experience with strategic planning, financial management and linking services to business strategies and objectives
  • Demonstrated experience in driving HR improvements and streamlining systems within a complex environment
  • Excellent leadership, change management and staff management skills
  • Significant experience in providing advice on complex employee relations issues, and in the development of HR policies
  • Excellent written and oral communication and negotiation skills
Language skills
  • Professional proficiency in both French and English
Interpersonal skills and cultural awareness
  • Demonstrated cross-cultural skills and ability to work with team members from different cultural backgrounds
Salary, terms and conditions

Required starting date – This position is to be filled before June 2017.

Contract duration – 3 years.

Remuneration – The Director of Human Resources is a band 15 position in SPC’s 2017 salary scale, with a starting salary range of SDR (special drawing rights) 6,894–8,521 per month, which converts to approximately XPF 1,033,227–1,277,042 (USD 9,583–11,845; EUR 8,717–10,775).An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.
