The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people’s living conditions on a sustainable basis. Since 1957, German Development Cooperation with Indonesia has been evolving steadily, adjusting its course to match Indonesia's development needs. GIZ has been working in Indonesia since 1975, mainly on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and other German Ministries, as well as other development partners and the private sector.
In the context of the bilateral development cooperation between the Governments of Germany and Indonesia, the new bilateral programme “Innovation and Investment for Inclusive Sustainable Economic Development (ISED)” will assist the Government of Indonesia and the private sector in strengthening the capacities of private and public actors for promoting inclusive and sustainable employment in Indonesia. It combines support for technical and vocational education and training (TVET) with those for private sector development (PSD) in a holistic approach. The new programme will, on one side, provide consultancy, networking, expertise and capacity building for the TVET system reform in Indonesia on national level, based on key aspects of the German approach to TVET (such as strong cooperation with industry, learning in the work-process and recognised standards). On the other side, ISED works on sectoral and regional level. As a first sector and region in this context, ISED will promote sustainable tourism development in Lombok by enhancing both private-public cooperation in TVET, supporting inclusive business models and linking and matching between supply and demand of human resources in that sector and region - as well as ensuring the transfer of best practices and experiences to the national level.
GIZ is seeking one (1) qualified Indonesian candidates for the following position:
Tourism Private Sector Development Advisor
Responsibilities
The Tourism Private Sector Development Advisor will focus on the private sector development and engagement aspect of the integrated approach to employment and inclusive business in the sector “sustainable tourism” in Lombok, but will work closely and coordinate his/her activities with the other two advisors in this field, namely the “Tourism TVET Advisor” and the “Tourism Coordination Advisor” who will work on the other aspect of this integrated approach to employment and inclusive business in the sector “sustainable tourism” in Lombok. Technical focus of his/her work will be on enabling private sector active in the tourism sector in Lombok to create more inclusive and ecologically sustainable employment, in particular by developing market-oriented (and/or embedded) business development services and the development of inclusive business models. Particular focus will be on green and inclusive business models for the tourism sector in Lombok. Within the Lombok team he/she will act as Key Account for cooperation with local Private Sector in Lombok.
The Tourism Private Sector Development Advisor reports directly to the Senior Advisor Inclusive Business / Teamleader Inclusive Business.
Tasks
Project Implementation
- Identification of potential private sector cooperation opportunities in the tourism sector in Lombok, analyzing cooperation potential, negotiation of terms of cooperation, implementation of cooperation with the private sector
- Market analysis of business environment for the implementation of employment-oriented inclusive and green business models and development of strategies for support (also involving other actors, in coordination with other Key Accounts)
- Eco-system Analysis and network development in the field of inclusive business/social business/social entrepreneurship, as well as the start-up scene, both in Indonesia as a whole and in Lombok
- Support in the identification of human resources needs of private sector in tourism sector in Lombok and necessary capacity development measures
- Setting up cooperation with the private sector and implementation of joint activities with major eco-system actors in support of employment-oriented inclusive and green business models
- In cooperation with other Key Accounts development, organisation and implementation of Public-Private Dialogue Platforms
- Support in the development and organisation of match-making formats to link technical and vocational training to companies
- Creating and maintaining a network to relevant private sector actors in the tourism sector in Lombok, relevant stakeholders in the start-up/entrepreneurship scene in Lombok and Indonesia and to private sector business development providers in Lombok
- Close interaction with other advisors within ISED, in particular in Lombok
- Regular documentation and reporting of project progress
- Knowledge Management for responsible Outputs and Activities
- Contribution to M&E of ISED
- Contribution to Public Relations Products of ISED
- Active support of knowledge transfer to other Key Accounts and to ISED Jakarta office colleagues
- Monitoring costs related to his/her field of activity and reports to the senior advisor/ team leader on a regular basis
- Active support of the Monitoring & Evaluation system of ISED for his/her responsible area (including support in baseline, midline, endline as applicable)
- Assisting in general project planning and monitoring of ISED
- Whenever necessary, provision of information and documents necessary to GIZ internal administration processes
- Support in GIZ order management (e.g. offer preparation, impact monitoring, project progress review, reporting)
Qualifications
- Bachelor/Master degree in a field related to business, economics, political science or similar – or equivalent training
- At least 5 years’ professional experience
- Proven working experience either in private sector related to topics of sustainability/inclusive business/sustainable procurement or working experience related to start-ups, ideally inclusive business/social entrepreneurship/social business
- Experience working in or exposure to Development Cooperation / International Development
- Experience in the tourism sector would be a plus
- Very good knowledge/understanding of commercial business models
- Very good knowledge/understanding of sustainability topics related to private companies activities
- Good understanding of development cooperation / international development approaches related to private sector engagement
- Ideally existing network to Indonesian start-up scene, ideally with relevance to Inclusive Business/Social Entrepreneurship/Social Business
- Good contact/overview of private sector in tourism sector in Lombok
- Good contact and existing network to relevant stakeholders in Lombok, in particular institutions related to technical and vocational training
- Excellent language skills: Bahasa Indonesia and English (fluent in writing and speaking), ideally a knowledge of German
- Open and communicative personality, networker
- Good management and organisational skills
- Very good working knowledge of ICT (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
- Willingness to travel to Jakarta and if necessary other regions in Indonesia occasionally\
