POSITION DESCRIPTION POSITION: Country Representative - Indonesia

THIS POSITION: Program Officers and Finance Officer
The Country Representative(CR) will oversee country programs in Indonesia and act as the key liaison with all locally based project partners and stakeholders and provide varied support in the implementation of activities. This role shall provide overall leadership, direction, management, representation, and vision to all Project HOPE programs in Indonesia. S/He will be responsible for implementing a high-quality project on Maternal Child Health Program, combining high level partnership and advocacy in Indonesia.
S/He will coordinate new program and partnership development and participate fully in proposal writing and other fundraising activities. Identify new business opportunities to expand the program portfolio for Project HOPE in Indonesia. S/He will ensure that all country programs are implemented and monitored with high standard on the ground. S/He will report directly to Regional Director-SEA based in New Delhi. The role requires strong public health technical and program management skills. The role also requires the ability to multi-task and handle complex and competing priorities.
Main responsibilities include but are not limited to:
- Provide technical and managerial support to the assessment and designing of public health and Volunteers interventions in Indonesia.
- Provide leadership in-country, representing PH in regular Ministry of Health, donor and partner meetings.
- Build and strengthen, as required, networking with government, donors and other stakeholders to influence PH approaches for improved programming
- Build strong partnership with public health policy and program leaders at national and district levels
- Assist in developing concept papers and proposals on public health issues.
- Coordinate with the SEA and HQ team to develop public health interventions and other proposals for public and private donors, identifying and developing agreements with partners, and developing related budgets that accurately reflect local costs.
- Evaluate registration of PH in-country and investigate/implement administrative and financial reporting required to maintain registration in good standing.
- Manage the relations between PH and local partners, government officials and donor representatives
- Maintain excellent communication with the RD and other working groups at HQ via regular mail, telephone, and other channels, informing PH about challenges and opportunities and other issues relative to operations in country. Submit operational and financial reports (as indicated below), being accountable for the accuracy, timeliness, and quality of these reports.
- Assessing needs and opportunities to deploy volunteers, visiting recipient partners, signing MOUs and monitoring for donor reports.
- Coordinate closely with the RD and HR, as needed, to support international/national staffing – developing SOWs, recruiting, hiring, training and supervising staff, as needed. Discuss with HR and the RD the legal, financial and operational implications of hiring staff or consultants.
- Ensure staff roles and responsibilities are clearly defined via SOWs, an organizational chart to define lines of authority, and weekly organizing meetings. Build a collaborative team, sharing an overview of the HOPE vision, mission and values, along with regular feedback on performance (individual and collective).
- Implement local mechanisms for tracking time sheets and assignments, ensuring accountability for tasks. Consult local labor laws to make sure daily hours of operations, holidays are in accord with national guidelines while following local Indonesia agency.
- Submit a monthly financial report, receiving training to ensure HQ policies and procedures are understood and implemented. Work with the RD to control costs within the approved operating budget with monthly review of actuals.
- Submit weekly updates on activities (1-2 pages), highlighting meetings with local counterparts, program updates, challenges, opportunities and next steps.
- Submit a final report of activities, documenting all contacts made, perceived challenges and opportunities, as well as recommended strategic directions in Indonesia long term.
- Participate in international Indonesia update calls (as scheduled) to provide status reports from the field in defined areas.
- Investigate and report back to HQ other health related themes where PH may contribute to capacity building in country.
- Other related activities as requested, under the overall direction of the SEA RD.
- Minimum of 10 years’ experience with public health background or NGO experience in Public Health required, preferably working in Indonesia
- Experience of working/supporting MoH in Indonesia desirable.
- Excellent communication and interpersonal skills required.
- Proficiency in English and local language required.
- Program experience in public health program assessment and design preferred.
- Strong writing and analytical skills.

- Strong organizational, problem-solving, and decision-making skills
- Attention to detail and ability to multi-task effectively.
- Able to represent the institution to national and international stakeholders.
- Ability to be based in Indonesia, traveling in-country for contract period.
- Physical Demands: While perform the duties of this job, the employee must be mobile in a disaster environment, able to network to ensure access to necessities (shelter, food, water, sanitation), with appropriate support from HQ. Must be able to drive and hold a valid driver’s license.
