SUMMARY OF POSITION RESPONSIBILITIES
The Team Leader provides leadership and management of the Community Policing Support Program (CPSP), a US$4.7 million, five-year program funded by the New Zealand Ministry of Foreign Affairs and Trade. The program is currently in the second year of implementation of the first phase of the program which will continue until 2018. The design of the second phase of the program will be reviewed through a mid-term assessment in late 2017.
The Team Leader will design and lead the implementation strategy for CPSP, including the design and development of joint annual work plans with the National Police of Timor-Leste (PNTL) and New Zealand Police through stakeholder consultation and engagement. The Team Leader provides direction and supervision of program staff, supporting their professional development. The Team Leader supports the team to ensure their work is meeting program objectives and milestones and leads the monitoring, evaluation and reporting of program activities.
The Team Leader represents CPSP alongside the New Zealand Police counterpart and the PNTL among host government, national and international police, donors, partner agencies, diplomatic missions, national and international institutions, and the media as assigned. The Team Leader is responsible for managing and raising other donor funds that help to contribute to law and justice outcomes in Timor-Leste. Responsibilities include planning, hiring, logistics, representation, fiscal management, and grant management.
BACKGROUND TO THE PROGRAM:
CPSP, beginning in January 2016, supports a sustainable and locally-relevant model of community policing and its absorption by the Timorese State to become the full responsibility of PNTL and relevant ministries. It aims to ensure viable sustainability through integration with local governance structures. Another key focus is on the development and integration of effective crime prevention, and improving response approaches to common issues including domestic violence that are consistent with the law.
Following best practice, TAF will commission and carry out research that generates an evidence base to inform policy development. CPSP, consolidates accomplishments in community-oriented policing policy and practice achieved during the course of the previous Conflict Mitigation through Community Oriented Policing (CMCOP) programs, branded in Tetun as HAKOHAK (Hametin Kooperasaun Hamutuk Polisia no Komunidade) (2009 2015) and its partner program, the Timor-Leste Community Policing Program (TLCPP) implemented by the New Zealand Police.
RELATIONSHIPS:
Internal Daily contact with the CPSP team, Country Representatives, and other relevant program staff, finance, and administrative staff in the Foundations Timor-Leste office on a regular basis. Regular contact with the Finance and Compliance teams, Human Resources, Administration and Operations management. Ongoing direction to consultants, interns and external Foundation contractors. Contact as needed with other Foundation staff in Asia in similar thematic area. Contact as needed with Theme, Communications, and Public Sector Development Services, Financial Services and Human Resources unit staff in the Foundations San Francisco and Washington D.C. offices. External Regular contact with National Police of Timor-Leste (PNTL), New Zealand Police and the New Zealand Ministry for Foreign Affairs and Trade (MFAT). Program representation and liaison with program partners, representatives of the Ministry of Interior and other relevant government ministries, the PNTL, Civil Society Organizations, local authorities, national and international agencies supporting security, conflict prevention and police development in Timor-Leste, academic and research institutions, national and international media. REQUIREMENTS Experience Minimum six years of progressively responsible professional experience, or the equivalent, in international development, security sector development, community policing, conflict management or institutional policy reform.
Demonstrated experience managing multi-disciplinary teams, especially national staff and supporting their professional development. Experience in program management, financial and grants management and budget control, research, proposal and report writing, strategic planning, fundraising and managing international donor-funded projects. Education Graduate degree required in international development, political science, security studies, law, public administration, anthropology or a related field.
Skills Demonstrated ability in multidisciplinary team management, training of trainers, team building, and supervisory skills; strong analytical and problem solving skills; flexibility, patience, optimism and sensitivity; proven interpersonal, linguistic and intercultural skills. Experience and history of research and academic publications. The candidate should be comfortable moving between managing team activities and taking on specific deliverables based on the need of the program and office. Preferred Experience working in Timor-Leste, Indonesia, Pacific Islands or the South East Asian region, with knowledge of Tetum and/or Indonesian desirable. Experience of or familiarity with Asia Foundation programs.
POSITION ACCOUNTABILITIES:
Program Leadership, Development and Management Accountable for achieving CPSP objectives; develops overall program implementation strategy, annual work plan, monitoring and evaluation plan, and individual program activities in compliance with the Foundation?s thematic, program, operational and financial strategies, priorities, and procedures.
Develops and submits timely donor reports as required; maintains, updates and ensures the availability of accurate monitoring and evaluation data and documentation. ? Contributes to the development of fundraising strategies, plans, and projects related to the security and justice sectors; prepares in-country and external proposals in accordance with Foundation and donor protocols and guidelines. Technical Input Guides the development of technical support to support the PNTLs community policing strategy, including the development of the legal and policy framework, standard operating procedures and training materials.
Coordinates engagement of multidisciplinary technical expertise from Foundation staff and external consultant technical support, training design and implementation, facilitation, and all other aspects of program execution and evaluation.
- Ensures program standards for the prevention of Violence Against Women and Children (VAWC), including through trainings and stakeholder consultation and engagement in program activities.
- Supervises, monitors and evaluates the impact of the training activities and continuously improve and update training manuals and ensure all staff compliance with promotion of womens participation and VAWC prevention standards and processes.
- Strengthens the strategy for increasing the active womens participation and voice implemented across all municipalities, and monitor womens participation
- Coordinates closely and consult with The Asia Foundations Nabilan Ending Violence Against Women Program to develop appropriate VAWC prevention strategies.
- Ensures integrated strategy with other program pillars within The Asia Foundation, including Support for Public Policy Program, Local Governance and Womens Empowerment Program.
Financial Management and Compliance:
- Overall accountability for all project expenditures in line with donor and Foundation policies and regulations.
- Develops project budget and spending projections for fiscal year; ensures that budgets and spending projections are kept up-to-date and relevant on a monthly basis; ensures expenditures are within approved budgets and that spending targets are met.
- Complies with all grant and contract requirements, and related regulations and procedures; Ensures compliance with administrative, grant management and financial policies and practices.
- Assists with the oversight of compliance with all accounting procedures related to the project; prepares and submits timely financial reports to the Foundation and donors as required. Promotes financial accountability and transparency. Human Resource Management, Supervision and Staff Development
- Participates in the recruitment, orientation, training, supervision and staff development of international and national staff related to the project; consultants and interns.
- Assists with the implementation and compliance with personnel management, benefits and compensation policies and practices. Provides written and oral information recognizing project staff achievement; identifying disciplinary or corrective actions immediately.
- Conducts staff performance evaluation; Provides regular, ongoing performance feedback to staff; Ensures each project staff member has a development plan according to Foundation performance appraisal system; Identifies and coordinates opportunities for the professional development of national staff.
- Conducts research and publishes reports that help shape the security and donor environment in Timor-Leste and contributes to thought leadership in the areas of security sector and conflict mitigation areas.
- Contributes to articles, written materials and documentation for publication; contributes to scholarly or development community knowledge about Timor-Leste, security sector, police development, and other related issues or trends.
- Coordinators and manages research teams and products. Representation
- Maintains effective coordination and professional relationships with the New Zealand Police, PNTL, host government, national institutions, program partners, development assistance agencies, donors, diplomatic missions, national and international NGOs, professional associations, academic, research and national institutions.
- Assists the Representatives in establishing and maintaining constructive public relations in Timor-Leste; assures positive profile of the Foundation, CPSP and project donor through media coverage of programs and events.
- Participates in meetings and events to enhance public awareness of CMCOPII and to expand the Foundation's professional network and access to relevant information.
- Participates in Foundation meetings and other relevant professional forums and events.
- Provides support as assigned to program development, proposal writing, representation or other activities related to the security sector.
- Participates in Foundation-led initiatives, task-forces and committees as assigned.
- Undertakes other duties as assigned.
