Position Title: Strategic Liaison Officer
Employment Status: Consultancy Based
Location: Jakarta, Indonesia
Period: July 2017 – December 2017
Winrock International - Jakarta, Indonesia Office is looking to hire Strategic Liaison Officer to support Winrock International by establishing relationship and partnership between Winrock International and related Government and local authorities, this include serves as primary direct contact – under supervision of the Winrock International Country Manager/ Director and Indonesia Field Office, facilitate inter action, increase Government and local authorities awareness and understanding with regards to Winrock International activities development.
The tasks of the consultant will be as follows:
- Day-to-day liaison and allocate time percentage to visit WI’s Government counterparts (if any) , DG Regional Development SubDit Environment, SUPD I at national and local level and programme/project team at Winrock International to support effective implementation of the various activities under Winrock and the projects and the Goals. This terms include utilizing working space provided by and at DG Regional Development Office.
- Assist and coordinate internally with program and project staff to prepare Winrock International’s Masterplan, Annual Plan (post-MoU signing), Mid-Year and Annual Activity Reports and other official working documents that needs to be completed, including Monitoring and Evaluation documents, in accordance with Winrock’s MOU obligation’s. This activity will be monitored by Winrock International’s Country Manager, Country Representative and Office Manager.
- Assist and coordinate externally with Winrock’s Local counterparts – DG Regional Development SubDit Environment, SUPD I and other Ministries. These activities will be closely monitored by Winrock International’s Indonesia Country Manager, Country Representative and Office Manager, especially on information, data and documents sharing.
- Collect information, data and documents relevant to specific activities, from various partners and under the guidance of the project experts (program/project team), undertake relevant analysis of data
- Attend Key Meetings with WI’s Local counterparts – DG Regional Development SubDit Environment, SUPD I and other Ministries and serving as Winrock International team, with regards of professionalism and disclosed confidentiality
- Provide support in organizing meetings and consultation workshops related with Winrock’s Local counterparts – DG Regional Development SubDit Environment, SUPD I and Inter Ministries, this includes direct contact for confirmation, undertaking documentation and capturing the proceedings of the meetings
- Undertake necessary follow-up actions related to the Key Meetings with Winrock’s Local counterparts – DG Regional Development SubDit Environment, SUPD Iand Inter Ministries. These activities should be coordinated with Winrock International’s Country Manager, Country Representative and Office Manager.
- Maintain a working calendar related with Winrock International activities and its relation with WI’s Local counterparts – DG Regional Development SubDit Environment, SUPD I and other Ministries involved in Winrock’s projects.
- Assist with coordination of local counterparts – DG Regional Development SubDit Environment, SUPD I on working permits for Expatriate staff.
- Other tasks relevantly assigned by Winrock International

- 4 (four) Annual Activity Report of Year 2017
- MoM Coordination
- Preparing any related documents as requested by DG Regional Development SubDit Environment, SUPD I, including any related documents for Monitoring and Evaluation purpose
The individual expected to fill requirements, as follows:
- Individual with more than 5-year experience, minimum Bachelor Degree
- He/ She should have excellent communication skills
- Be in good physical shape and be able to work with a variety of people.
- Individuals with “follow-through” attitude is an important aspect.
- He/ She must also have strong organizational skills.
- He/ She have values for good cooperation and familiar with GOI working culture
