Procurement Manager
DAI Global, LLC seeks a Procurement Manager for USAID’s Flagship Maternal and Child Health Program, based in Jakarta, Indonesia. The Flagship Maternal and Newborn Health (MNH) Activity promotes the development of locally led solutions to prevent maternal and newborn deaths and extend essential health services to remote and impoverished areas.
This position under direction of Operation Manager will help the MNH team in leading the procurement process for MNH project. He/She will be the point person for procurement team and work closely with the admin staff in each province during procurement process and asset database.
His/her main task will be:
General Acquisition & Procurement Responsibilities
- To manage solicitation bids and quotes from vendors in adherence with policies & approved requisitions and quarterly procurement plans
- To receive and review requisition documentation, cost estimates, statements of work and other required information from bidders
- To determine source selection methods for procurements and seek guidance from home office when needed
- To serve as a non-voting chairperson on evaluation committees in accordance with DAI policies/procedures and thresholds
- To assist project staff in coordinating meetings, facilitating discussions, and developing briefings in support of the source selection process
- To ensure pricing information is accurate and aligns with acquisition policies, conduct price/cost/reasonability analyses and prepare cost evaluation data, and source selection documentation
- Through market research efforts, identify and qualify potential suppliers (and products/services). Ensure that beneficial, ethical and open supplier relationships are created and maintained according to procurement policies
- To monitor, track and expedite all project procurement activities and delivery status of goods/services, and communicate with vendor as needed
- To evaluate vendor performance
- To provide accurate information for inventory management
- To work closely with various home office support staff when needed
- To enforce use of DAI’s operations & procurement system (TAMIS)
- To maintain electronic procurement records and files of complete backup documentation in various DAI’s system platforms, including hard files.
- To ensure integrity, fairness, accuracy, and openness in procurement processes
- To ensure DAI and USAID and FAR policies and procedures are followed and enforced
- To help project staff and Project Implementers (PIs) become more familiar, and understand DAI policies and procedures as related to procurement by conducting trainings or other methods as necessary
- To develop Acquisition Planning Reports and present to his/her supervisors on a quarterly basis at a minimum, or more often as required
- To update weekly Contract Monitoring Sheet and Procurement Tracker Audit
- To perform regular spot audits of procurement files to ensure completeness, accuracy, and compliance
Required Qualifications:
- A degree in business administration or related field
- At least seven years of relevant work experience (preferably in the development sector)
- Minimum of 5 years of experience in USAID project’s procurement
- Proficiency in USAID policies and regulations pertaining to procurement.
- Integrity and Accountable person with wide range networking among various vendors
- Proficiency with MS Office (Word, Excel, PowerPoint, and Outlook)
- Willing to work long hours when necessary
