USAID GHSC PSM Project Job Vacancy: Laboratory Activity Manager, Jakarta - Indonesian

OVERVIEW
The USAID-funded Global Health Supply Chain-Procurement & Supply Management project (GHSC-PSM) is being implemented by Chemonics International. The focus of the project in Indonesia is to provide technical assistance in supply chain management to the Ministry of Health for HIV, TB, and laboratory commodities, in support of the national HIV/AIDS and TB programs in the country. At the national level, the project supports the Directorate of Direct Infectious Disease Control (Sub-directorates HIV/AIDS and TB), the Directorate of Quality and Health Services Accreditation (Laboratory services), and the Directorate of Public Medicine and Health Supplies. At the provincial level, the project provides support to Jakarta and Papua provinces. The Sub-directorate of HIV-AIDS has requested that USAID support the development of a laboratory strategy for the National AIDS Program (NAP) similar to what has been done with TB laboratories. The project assists the Ministry of Health to implement 90-90-90 strategy, which includes Viral Load (VL) testing.
We are recruiting for a long term Laboratory Activity Manager position with an initial contract period of 6 – 12 months. The Laboratory Activity Manager will provide technical and operational support for program coordination and laboratory strengthening for these programs. This position will report to the Senior Laboratory Advisor of the GHSC-PSM Project in Indonesia.
RESPONSIBILITIES
In line with the above needs and in close collaboration with Subdit HIV/AIDS of Ministry of Health, this scope of work may include, but is not limited to, the following: 
  • Support the MOH to develop new, and or scale-up existing specimen transport/referral mechanisms, to move specimens between facilities for diagnostic testing.
  • Support Subdit HIV/AIDS to develop and implement a viral load testing strategy, including stock monitoring and reporting of results.
  • Support Subdit HIV/AIDS and other partners to develop a national laboratory networking strategy.
  • Support Subdit HIV/AIDS in designing a supply chain for HIV Laboratory commodities, including roll out at the national, provincial and district levels.
  • Provide analysis and recommendations to strengthen reporting and recording of HIV RDTs and other non-ARV commodities.
  • Provide input for quantification and forecasting of HIV laboratory commodities.
  • Provide mentorship, training and capacity building in HIV laboratory services related to the Joint Service Delivery program for facilities in Jakarta and Papua provinces.
  • Provide mentorship, training and support to designated laboratory staff to strengthen capacity in HIV laboratory services.
  • Support Subdit TB in the implementation of GeneXpert machines, including data connectivity and maintenance considerations.

QUALIFICATIONS
  • A clinical degree or a degree in public health, biomedical science, or microbiology.
  • Three to five years of experience in health programs, preferable in health care supply chain management. Experience working in TB and HIV programs.
  • Demonstrated strong relationship and coordination with HIV and TB Program at the national or provincial level.
  • Demonstrated understanding of supply chain concepts.
  • Demonstrated analytical and problem solving skills to measure outcomes of project activities and support project supervision.
  • Demonstrated ability to monitor, supervise, and train health staff.
  • Ability to contribute to capacity building efforts and work with colleagues in diverse cultures.
  • Ability to work independently
  • Demonstrated ability to communicate effectively in English, both verbally and in writing.

Location of Assignment
The location of assignment is Jakarta, Indonesia.

Supervision
The Laboratory HIV/TB Activity Manager will report directly to the Senior Laboratory Advisor of the GHSC-PSM Project in Indonesia, or his/her designee.
