ADRA Indonesia is seeking services of an experienced consultant to carry out the final project evaluation as summarize below.
Title: Consultant for Final Evaluation for ADRA-Church-Government Partnership for Disaster Risk Management
Duty Station: Jakarta & Surabaya – Indonesia
Background
Yayasan ADRA Indonesia is an Agency of the Seventh-day Adventist Church. The mission of the agency is to reflects God’s love through partnerships with communities for sustainable change to achieve self-reliance, positive change and for justicethat no one left behind.
In 2017, ADRA Indonesia implemented ADRA, BNPB, Church for Disaster Management project. The project is to train church based volunteers and transfer DRM knowledge to Master Guide, church leader and Pathfinder. The trained volunteers have supportedinitial emergency responsesand trigger local church for mitigation programs.In one year of ABCD Project, we have established network of volunteers, trained hundreds of youth pathfinders, conduct safe schools programs, disaster mitigation and initial emergency responses.
The are 2 outcomes of the ABCD project, that are: (1)to consolidate church program and ADRA Indonesia for NEMP and DRR program;(2) toestablished join program with BNPB and BPBDs for DRR Project.The objectives of this final evaluation is as follow:
Objectives
- To make interview with project beneficiaries, project staff and others project stakeholders involved in the project to assess the project achievements and to document the positive changes.
- To evaluate the relevance, efficiency and effectiveness of the project to increase capacity of church-based volunteers and ADRA representative in some disaster prone areas.
- To provide a comprehensive and summary of report with lessons learned, best practices, gaps and recommendation to enhance the project sustainability
- Review and analyze the project phases from its planning stages until completion and compare stated project goal and outcomes with actual accomplishments, and examine the reason for such performance
- Make observations and (by case studies) obtain information and data on lessons learned and document best practices arising out of the project
- Examine effectiveness of the training materials and how the training was conducted to increase cognitive, affective and skill of church-based volunteer.
- Examine effectiveness of communication and assistance system to help volunteers and to enhance their knowledge and skills.
- Examine the facilitating and constraining factors, as well as the relevant processes that took place, and recommend how to address constraints and capitalize on strengths.
- Examine the church and government’s readiness and capacity to support the sustainability of ABCD initiatives once ADRA Indonesia do not have funding to support.
- Determine the appropriateness of strategies and approaches used to achieve objectives.
- Individual or organization who demonstrate a strong experience in project impact evaluation
- Familiar with Disaster Risk Management and know how the church organizational system that will contribute for DM in Indonesia.
- Familiar with qualitative impacts study regarding with capacity building, training for trainers and partnership related projects
- Having a previous experience conducting evaluation on faith-based related disaster management project evaluation is an advantage
