Plan International Indonesia is
presently implementing its country strategic 4 (CS 4) covering fiscal year 2017 to 2022, where the country objective has been
defined as “to identify and facilitate
the removal of obstacles that prevent children from enjoying their rights and
participating fully in Indonesian society”. The organisation’s purpose is to “strive for a just world that
advances children’s rights and equality for girls”. This goal will be
achieved by providing technical support and implementing quality programs and
projects through partnership. An effective and efficient communications
strategy is a must for Plan Indonesia to share the outcomes of these projects
to influence different actors, specially state authorities and to position Plan’s
profile within and outside at different levels – starting from community, sub district, district to national,
regional and international levels.

highly competent, experienced and committed professionals to fill the following
position:
SWITCH Project Manager – Kupang Based
The position holder directly
supervises three to five persons of project specialist or similar level positions who are assigned to
manage different key areas of project implementation in the SWITCH Project. The span of indirect reports is within the
range of 25 - 30 persons from the respective projects. The total annual budget that S/he supervises for
implementation under different projects ranges from 1–2 million USD.. She/He also represents Plan International Indonesia in the concerned
network related to implementation of the projects at national level and with
donor agencies.

Key Result Area (KRA) 1: Responsible to Leads
the process of developing/ develop implementation plan of all projects with
detail activities, operational processes and budget for field level
implementation Project detail implementation plan (DIP) is developed and approved before
implementation starts; Annual plans and budgets of all projects are finalized
and approved; necessary revision is done and approval ensured.
KRA 2: Ensures
development of M&E framework of all projects to support comprehensive and
quality monitoring of the project performance at community, partner and country
level following corporate guide line of Plan and donor agencies. Approved M&E framework for all projects are in
place before implementation starts. Project Monitoring Implementation System is developed/established to generate information for monitoring and
management decisions
KRA 3: Supports project partners overcoming operational constrains to ensure smooth implementation and
to achieve agreed burn rate of the project budget Operational constrained are
identified through monitoring visits and required support channelled from
internal and external environment as required.At least 95% burn rate of annual project budget is ensured in a consistent manner
throughout the year
KRA 4: Establishes quality donor reporting system for
projects by providing guidance, setting protocols and building capacity of the
relevant project staff.

5: Establishes organizational learning from project
experience/ evaluation, contribute to the other projects and programs and to the
development of project concept paper and assisting in identifying potential
funding source to support achieving organizational target for income Organizational learning
protocol for projects is established by specifying the roles and responsibility
and deliverables of the project team; learning from the project is incorporated
in the specified decision making process for new project or strategy . # of project concept notes prepared, finalized and awarded with the input of the incumbent;

6: Establish and
maintain Plan’s partnership with project key stakeholders; government
authorities, private sectors entity and strategic associations by conducting
advocacy necessary to support the achievements of the project objectives; and also establishing and maintaining networks at national and regional level to
support incorporating global standard and learning into the projects Issues for advocacy from the
projects are identified; advocacy processes and protocols designed in
consultation with concerned Program Advisors, National Entrepreneurship Project Manager and Program manager, and ensured
approval from Country Directors. Project has access in the
identified govt.. offices, private entities and strategic associations for collaboration and
promoting its agenda.
KRA 7: Provides basis for
development of competent workforces for the projects by planning and
supervising the deliverables of direct reports, training and motivating of
project staff IAP PEA processes are
completed in time for the project staff members; Team works are visible across
the project implementation works.
Staff
capacity building processes are initiated on time as per Plan Employee
Appraisal Policy and Process; Project staff capacity is enhanced. Periodical review and
discussion with the staff are done for improvement in the staff
performance.
KRA 8: Ensuring active, reliable and good communication
practices. Applied internal effective communication strategy between internal
project staff and LEARN Program team, partners organization, Plan Regional
Office and related NOs Develop internal communication strategy for project
staff, LEARN Program Team, Partners Organization, Plan Regional Office and
Related Nos. Ensure the communication
strategy is being applied effectively
Requirements : Masters in Social Sciences or other relevant field with 5-7 years’
experience in any development works with demonstrated in project managerial
skill and people management.Has
at least 3 years’ experience in the youth employment issues. Behaviors (Plan
International’s Values in Practice). Have expertise in Tvet project management, and safely managed economic empowerment.
Familiar in gender transformative, child development & protection, and
social inclusion project. Ability to work in a complex environment with multiple
tasks, short deadlines and intense pressure to perform.Have excellent
communication and negotiation skill in working with GoI, donors, and other NGOs; Excellent verbal and written
communication skills; Experience in the areas of organizational planning
and management; Experience with budgeting, planning and project administration; Ability to handle diverse,
simultaneous tasks, meet deadlines, and attend to follow-through; Experience with a youth
organization; Evenings and weekends are required.
