presently implementing its country strategic 4 (CS 4) covering fiscal year 2017 to 2022, where the country objective has been
defined as “to identify and facilitate
the removal of obstacles that prevent children from enjoying their rights and
participating fully in Indonesian society”. The organization’s purpose is to “strive for a just world that
advances children’s rights and equality for girls”. This goal will be
achieved by providing technical support and implementing quality programs and
projects through partnership. An effective and efficient communications
strategy is a must for Plan Indonesia to share the outcomes of these projects
to influence different actors, specially state authorities and to position Plan’s
profile within and outside at different levels – starting from community, sub district, district to national,
regional and international levels.

ASEAN Safe School Initiative
(ASSI) Coordinator – Contract Based
The position holder will be
Implementing
ASEAN safe school initiative project funded by ECHO, in partnership
strategically with ASSI consortium members. Responsible for the implementation,
follow up and reporting of the project activity(ies) that may include
trainings, facilitation, data collecting, advocating, etc. in his/her geographic area of responsibility. Responsible
for the implementation of the goals determined for him/her in his/her personal
IAP and of the stakes in the Job Profile. Responsible for communicating project
thematic to the community, local government, partners and others stakeholder. Support
in monitoring and evaluation in coordination with DRM National Project Manager and
MER Coordinator at CO level. Responsible for collecting data and information in
coordination with DRM National Project Manager at CO level. Represent Plan
Indonesia in any district/province and national meeting relate with Safe School
and DRR initiative as well as in network meetings. Ensures that all learning of
the project implementation is documented and shared within Plan Indonesia as
well as with implementing partners.
Key End Results of Position are:
R.1.
ASEAN Member States’ capacities on school safety and educational continuity are
enhanced through the development and application of digital tools which provide
easier and wider access to target users (40%) Support the National Secretariat for Safer School to conduct
consultations to develop digital teaching materials with different stakeholders
in Indonesia.. Provide technical support for the development of
digital learning materials that generates school work plan (RKS), learning
activity plan (RKP), standard operating procedures for disaster contingency.Field testing of digital learning materials in urban
and rural schools in Indonesia and generate a policy recommendation for a scale
up with National Secretariat for Safer School. Dissemination and socialization of the digital learning material to
relevant stakeholders
R.2
Engaging in knowledge sharing and dissemination across country and regional,
for better acknowledgement Indonesia as country champion for school safety (20%).
Support regional ASSI team to
provide technical support in the development of AMSs national strategy on
school safety including plans for education continuity.
Support regional ASSI team to
consolidate country reporting and monitoring mechanism. Contribute to materials
sharing on best practices, lesson learned and case studies for ASSI website.
Support any other related
event and activity of ASSI project under regional component
R.3 National strategy and policy for school safety
developed, in line with country vision on improving access on safe education
environment, disaster based management and disaster education (30%). Support national secretariat
on safe school (SEKNAS) to develop national strategy and road map for safe
school 2020-2025, based on review and evaluation current running road map.
Ensure technical support is
being provided in development of ministerial regulation on safe school, along
with its dissemination to national/sub-national level.
Coordinate with other ministries
such as BNPB, Ministry of Religious Affairs, Ministry of woman empowerment and
child protection as well as relevant sub-national agencies and national
consortium of DRR, for better collaboration in school safety implementation.
Support and promote the
integration of database on school profile (dapodik) into InaRisk database,
through collaboration and coordination with BNPB and ministry of education. Contribute to any other related event and
activity toward school safety under SEKNAS workplan
R.4 Project Management (10%)
Lead day to day management of project to ensure the
completion of activities and the achievement of outputs/outcomes.
Ensure the crosscutting issues (gender,
child protection, youth participation) integrated within the project. Provide
regularly update in SAP system related to the project implementation. Regularly
monitoring to the local implementing partner including field monitoring to the
targeted communities. Administer logistic and administration process for
project activities purpose and ensure the compliance to donor requirement. Responsible for collecting data and
information such beneficiaries’ trackers and means of verification documents in
coordination with DRM National Project Manager at CO level.
Prepare thematic
quarterly, semester, and annual program reports for internal, external purpose (Government,
public) and as needed by Donor. Support communication and MER department, in
documenting of all related project implementation and best practices. Develop
and review project document of project in collaboration with MER team.Organize
meeting/workshop with the local implementing partner to evaluate of project..Develop and disseminate lessons learnt from
the implementation of project Prepare payment request, fund request
and budget modification in coordination with Finance team, DRM NPM, and Grant
Accountant
COMPETENCY REQUIREMENT:
Education: Bachelor degree, At least 3 years of DRR/safe school experience
with international NGOs or international organizations of which 2 years have
been completed in the field; Experience in project management (reporting, monitoring and evaluation); Strong experience in advocacy work particularly in DRR/CCA issues at sub-national
level;
Financial and budgeting skills; Preferably good in English communication skills
(verbal and written); Strong negotiation
and facilitation skills; Ability to work to
tight deadlines, under pressure and to multi-task; Ability to work in insecure
and difficult environments; Understand well on program cycle:
planning, implementing, monitoring and evaluating development projects;
Commitment to child rights and Child Centred Community
