Palladium implements the USAID-funded Health Policy Plus (HP+) Project.
HP+ works with key stakeholders to advance health policy and financing
for family planning and reproductive health (FP/RH), HIV, and maternal
and newborn health (MNH) at national and subnational
levels. The project aims to improve the enabling environment for
equitable and sustainable health services, supplies, and delivery
systems through policy development and implementation, with an emphasis
on voluntary, rights-based health programs, and by strengthening
in-country partners' capacity to navigate complex environments for
effective policy design, implementation, and financing aligned to the
existing priorities.
Assignment Overview
USAID
in Indonesia has been supporting bilateral MNH programs with the
Government of Indonesia (GOI) for more than 25 years, with an emphasis
on increasing the use
of skilled birth providers and improving the quality of services. Most
recently, USAID/Indonesia provided technical assistance through the
Expanding Maternal and Newborn Survival (EMAS) Activity and currently
supports the Jalin Project. USAID/Indonesia is
also currently supporting a partnership between the HP+ Project and
Ministry of Health Research Institute,
Badan Litbangkes, to conduct a quantitative analysis of maternal and neonatal health risk factors.
The USAID-funded HP+ Project, at the request of USAID/Indonesia, is
seeking a qualified consultant to conduct a GOI stakeholder mapping
exercise. Specifically, this activity would require clarifying the roles
and responsibilities of key GOI ministries, including
directorates and sub-directorates active in maternal and neonatal
health data collection and analysis.
This is a deliverable-based contract. The Consultant will work closely
with HP+ Country Representative and DC-based Associate and Technical
Director to ensure accuracy and completeness of stakeholder mapping
findings and report. The exact scope and deliverables
is contingent upon the final workplan and funding for this activity.
Consultant’s Responsibilities:
- Attend preparatory meetings/phone calls with HP+ team in Indonesia and DC as needed, to finalize stakeholder mapping schedule, list of stakeholders, process, tool, and report
- Draft list of GOI stakeholders, including ministry directorates and sub-directorates to be interviewed
- Support drafting of stakeholder mapping interview tool
- Schedule interviews with relevant GOI actors
- Conduct interviews (in Bahasa and/or English depending on interviewee’s preference)
- Record detailed notes from each interview (in English), including filling out developed interview tool for each GOI actor
- Develop a draft report summarizing key themes from all the interviews (in English)
- Participate in periodic calls and meetings with HP+ as necessary and requested by the project; actively communicate with HP+ on issues/delays affecting the assignment
Deliverables and Reporting:
- List of relevant GOI ministry directorate and sub-directorate stakeholders
- Final interview tool
- Schedule of interviews with GOI actors
- Final interview notes (full sentences, not short-hand) from each interview (in English), inserted in tool
- Summary report synthesizing key themes and findings across all the interviews (in English)
Requirements:
- Master’s degree in a public health, economics or other related discipline
- At least 5 years professional work experience
- Strong familiarity with Government of Indonesia ministries at the directorate and sub-directorate level.
- Previous experience working in maternal and neonatal health issues
- Experience developing interview protocols, and conducting interviews with senior level officials
- Fluency in Bahasa and excellent English writing, communication, and reporting skills
- Excellent interpersonal and communication skills
- Ability to work within tight deadlines
- Flexibility, adaptability, and resourcefulness
