The programme 
WFD is looking for an experienced Programme Coordinator based in Jakarta, Indonesia to support the implementation of WFD’s Parliamentary and Magna Carta for Human Rights Fund Programmes.
The Parliamentary Programme aims to strengthen the legislation, budget and oversight roles and functions of the Indonesian House of Representatives (DPR) and, to a certain extent, the Indonesian House of Regional Representatives (DPD), through various institutional, Members and staff capacity building activities. Whereas, the Magna Carta Human Rights Fund Programme is intended to contribute to the efforts in reducing discriminatory by laws or local regulations (PERDA) through strengthening sub-national parliaments (DPRDs) and relevant units of the provincial governments and the Ministry of Home Affairs in conducting rights-based pre-legislative scrutiny and post-legislative scrutiny. 
Main Purpose of the Role 
The Indonesian Parliamentary Programme and the Magna Carta Programme will be implemented by WFD’s team in Indonesia. The Programme Coordinator will have the responsibilities to manage implementation of activities under the above two programmes in close consultation with WFD’s main beneficiaries (the Indonesian House of Representatives (DPR), Regional House of Representatives (DPD), sub-national parliaments, selected provincial governments and relevant unit at the Ministry of Home affairs.
The role will require administrative and logistical support in organising various events and meetings with relevant stakeholders. The role will also require preparing and disseminating project documentation, assisting in the preparation of the narrative and financial reports, collecting monitoring and evaluating data and communicating project successes and achievements. 
The successful candidate will have the following skills and experience 
  • Educated to degree level in a relevant discipline e..g. International Development, political science, project management or administration. A post-graduate degree in a relevant discipline is desirable 
  • Significant experience in designing and implementing programmes. This should include management experience of parliamentary strengthening or related democracy development work
  • Thorough understanding of financial management, numerical competency; experience of managing budgets and financial transactions 
  • Excellent English written and oral communications skills necessary to produce proposals and reports and to present them to WFD’s Board and funders, to donors, and to local partners and other stakeholders as required
  • Fluent in Bahasa Indonesia
  • Demonstrates good use of hardware, software, and other office equipment
  • A sound understanding of the Indonesian parliamentary system and political background and the challenges of democracy building in Indonesia
  • Proven experience of programme monitoring and evaluation methodologies 
This is a locally based field role and therefore the successful candidate must have eligibility to work in the relevant location.
