Overview
The Clinton
Health Access Initiative, Inc. (CHAI) is a global health organization
committed to saving lives and reducing the burden of disease in low-and
middle-income countries, while strengthening the capabilities of
governments and the private sector in those countries to create and
sustain high-quality health systems that can succeed without our
assistance.
CHAI started supporting
Indonesia’s Ministry of Health in 2008 to scale up adult anti-retroviral
therapy through improving supply chain management, as well as providing
technical assistance for improving the quality of ART and laboratory
systems to support HIV care and treatment. In recent years, CHAI has
expanded its support to the Ministry of Health to other areas including
hepatitis and helping to facilitate BMS (Bristol-Myers Squibb) to donate
pan-genotypic DAA (Direct-acting Antiviral), daclatasvir, more
effective treatment for HCV patient, improving access to family
planning, point of care diagnostics, mhealth, maternal and child health,
and technical support for the Ministry of Health’s drive to sustainable
fund healthcare.
Overview of the CHAI Indonesia Vaccines Work
In
mid-2016, CHAI launched its vaccines program to support the Expanded
Program on Immunization (EPI) and the Indonesian Ministry of Health
(MoH) to accelerate the introduction of the PCV vaccine, specifically
focusing on assisting the government to make an informed and coordinated
decision on PCV introduction.
The EPI faces several challenges
in its attempt to introduce new vaccines like PCV. For example, as
Indonesia is no longer eligible (as of 2018) for Gavi funding
assistance, the EPI has to mobilize funding for the procurement of
costly new vaccines as well as strengthen its immunization system to
deliver vaccines effectively. CHAI expanded its support to MoH to manage
the transition from Gavi funding and address associated system
management gaps.
Position Overview
CHAI is looking for a
dynamic, energetic individual with exceptional people skills, highly
qualified with experience in immunization or related field, and
experienced in working in challenging environments to support its
Indonesia immunization program. This is a very demanding post, which
will prove to be very rewarding for the right candidate.
Responsibilities:
- The role requires capacity to conduct power analysis of health policy terrain significant to develop advocacy plans, strategies and maneuvers. It necessitate creativity and maturity in analysing and synthesizing evidence to capture issues, recognize alternatives, and support in-country team for precise decision making.
- The holder is also responsible for being aware with critical relationships in information and situation, to inform and make decision based on fact and logical analysis. The holder will be supervised by the advocacy officer and is required to support partners and collaborate for effective advocacy work.
- Represent and actively participate in the meetings for the relevant area with influencing goals.
- Strengthening the policy network and coordination for advocacy.
- Involve and contribute in policy advocacy related activity to inform program design and reports.
- Indicate partners capacity need related to policy advocacy.
- Determine key policy messages and advocacy components for influential policy makers.
- Represent in the media relevant to the advocacy strategy when necessary.
- Develop capacity buildings on advocacy issues to in-country program team.
- Monitor and analyse current and emerging policy debate for both reviews and plausible policy alternatives in relevant to program goals.
- Establish opportunities (e.g. events, meeting, etc) to enable in public policy advocacy activities
- Proactive in technical policy development, planning, budgeting strategy, and coordinate with partners to support policy and relevant researches.
- Liaise with program team for advocacy issues to build and inform program planning and operation.
- Other responsibilities as needed.
Qualifications:
- Experience living and working in Indonesia
- At least three years experience in policy, planning, budgeting related works
- At least Master level in relevant disciplines (health economics, development studies, law, political sciences) or comparable level of professional experiences
- Understanding and knowledge of Indonesian bureaucratic culture, social economic and health policy context
- Proven analytical skills required for government planning and performing advocacy
- Strong research and policy analysis experience particularly in public policy development process
- Experience in managing qualitative evidence and information integral to government policy making process
- Proven capacity in communicating complex issues with variety of audiences and capability in convincing policy makers networks
