(YPII) is responding to the Palu Earthquake & Tsunami disaster on an Orange
2 alert level. The approved Emergency Response Plan (ERP) ”Meeting The Spesific Needs of Girls and Boys
in the Earthquake Affected Areas in Palu” is for 6 months period and
will focusing on 4 (four) key sectors that include SHELTER, WASH, GIRLS AND
BOYS PROTECTION AND EDUCATION IN EMERGENCIES.
YPII will be committed to better
understand the varied needs of girls and boys, men and women, and have those
needs and suggestion for responding as a core component to any sectors design
and implementation. In addition, YPII’s response will be committed to reaching
the most vulnerable families by emphasizing the needs of women and girls.
Recognizing that women and girls are vulnerable and disproportionately suffer
from various forms of abuse and exploitation, the program will seek to actively
engage them in program design, planning, implementation, and monitoring.
The Emergency Response Plan
(ERP), is looking for dynamic staff to be
based in Palu for the position:
Education in
Emergency (EiE) Specialist
JOB PURPOSE: This position is
responsible for technical support to Plan International Indonesia Foundation’s (YPII) EiE Intervention in Palu, with focus on the areas of setting up and facilitation of
Temporary Learning Space, Teachers Trainings and Distribution of school
kits and schools in the box, in addition this position also will representing
YPII in cluster coordination relate with Education Sector both at national
and field level.Under the supervision
of the Emergency Response Manager, the EiE Specialist will ensure overall
efficiency and effectiveness of the programme management, delivery and
accomplishment of project goals and objectives on EiE Intervention (according to
the approved ERP). The
EiE specialist will also assist ERM and BDM in developing
quality and successful EiE funding proposals for donors as per donors’ requirement and support grants coordinators and
M&E in producing the donor reports.
RESPONSIBILITIES AND TASK:
1. Key Tasks: Ensure all education interventions have a clear focus on addressing the
specific needs of young girls, adolescent
girls and young women. Conduct
assessments as required, in line with Plan International’s standard tools.
Provide support in designing EiE proposals (including logframes and
programmatic budgets and staffing plans) based on the outcomes of assessments
and the context. Provide support
to develop education program plans. Actively represent YPII at Education Cluster and other Working Group meetings,
inputting in to the 3Ws on a regular basis in coordination with
Information and Information Coordinator of Palu Earthquake Response. Represent YPII to governmental and
non-governmental stakeholders as agreed with the ERM for any
education sector related matter.. Train EiE
staff in key aspects of EiE programmes and relevant aspects of INEE Minimim Standard. Conduct onsite visits, periodical reporting,
on-going documentation and dissemination of experiences about YPII’sEiE intervention in Palu Earthquake response. Contribute in documenting YPII’s experience, lessons learnt and case studies on EiE. Conduct regular
meetings with EiE Team for follow up of activities and programme planning
together with Child Protection and Youth teams for effective coordination and integration. Ensure a Child Centred
Community Development Approach ensuring gender equity and social inclusion in
all aspects of basic education and learning programmes. Work in close
collaboration with other program specialists to ensure that emergency
interventions are integrated and link in to longer term programming. Provide regular updates on the status and
progress of EiE intervention to the ERM/Deputy
ER.
2. Staff and Partners capacity building: Design and facilitate capacity development
activities/ training of key staffs of implementing partners in the areas of
Temporary Learning Spaces, Teachers Training that includes: Psychosocial
support, Disaster Risk Management, Social and Emotional Learning, classroom
management, pedagogy and positive discipline. Provide on-the-job coaching and
support to key EiE staff (of Plan and partner organisation) in technical
aspects of the program and national cluster coordination.
KNOWLEDGE AND EXPERIENCE: Previous experience of applying relevant interagency
humanitarian frameworks and standards in EiE& ECCD in emergencies (for
example INEE Minimum Standards). Experience of implementing EiE and ECCD in emergencies
programs at pre-primary, primary and secondary school level. Broad knowledge and
understanding of the Humanitarian Programme Cycle, including experience with
Humanitarian Response Planning and/or Humanitarian Needs. Proven experience in conducting Education needs
assessments. Proven experience in the
design, proposal writing, implementation and evaluation of EiE programmes. Experience of and demonstrated ability to effectively network with a
diverse range of organizations and relevant government departments at the
district level
SKILLS: Good knowledge of and experience in Minimum
Standards for Education in Emergencies (INEE), Education Cluster Handbook and
ECCD standard guidelines. Strong team
management, staff capacity building and motivation skills in teamwork and
networking. Knowledge on
tackling inequality and exclusion.
Excellent skills in donor
proposal / report writing. Experience in conducting Education needs
assessments. External representation and communication skills,
including ability to facilitate and lead group meetings and working groups. May be required, to work during late
hours, weekends and holidays in order to ensure timely delivery of programmes.
People
Skills: Ability to work independently and as a team player who
demonstrates leadership and is able to support and train local and
international staff and also able to work with disaster affected communities in
a sensitive and participatory manner.
Communication Skills: Well developed
written and oral communication skills. Able to communicate clearly and
sensitively with internal and external stakeholders as a representative of
Plan. This includes effective negotiation and representation skills.

Works with trustworthiness and integrity and has a clear commitment to Plan's
core values and humanitarian principles.

Ability to operate effectively under extreme circumstances including stress,

working environment and has a capacity for initiative and decision making with
competent analytical and problem solving skills. Language skills desirable (English and Bahasa).
Physical
Environment and Demands: Extensive travel, sometimes to hazardous
environments. Periods of intense work at all times of day and night.
Level of Contact with Children: Mid
contact: Occasional direct interaction with children when at the IDPs
camps/evacuation centre
Physical
location: Based in Jakarta with frequent visit to Palu.
Durations: 06 six month.
