Major Functions
The
Protected Areas and Law Enforcement Technical Advisor’s (TA) major
function is to provide technical advice to relevant partners in the DTL,
especially Union Government Forest Department (FD), and KNU Forest
Department (KFD). The TA is the key person to provide and/or coordinate
basic field ranger training for existing and new protected area rangers
(e.g. Wildlife Protection Units (WPUs) or Park/Forest Rangers), and to
support FD and KFD develop and implement PA and LE management plans and
strategies. The TA will also support the training and operational
capacity of elephant anti-poaching units in Ayeyarwady and Bago regions,
as well as the Illegal Wildlife Trade (IWT) team with initiatives to
support mobile enforcement teams and illegal market closures. The TA
will also play a supporting role in initiatives to design and implement a
national programme for ranger professionalization in Myanmar, including
the establishment of a national Wildlife Ranger College.
Required Qualifications
- Education
Knowledge
- Knowledge of conservation and law enforcement issues in Greater Mekong region especially in Myanmar and Thailand;
- Understanding of policy and regulations in related fields in Myanmar;
- Knowledge of relevant planning tools (SMART, minimum Law Enforcement Standards)
- Knowledge of human rights related policies and issues in Myanmar
- Knowledge of the policy/institutional context related to conservation
and the government agencies, development partners, donor institutions,
and the not-for-profit sector in the landscape
- Excellent
understanding of development partnerships, fund-raising, donor
strategies, functions, governmental and international relations
Experience
- Minimum 5-7 years of practical experience in conservation area management and law enforcement, preferably 2 years of which should have been in Myanmar and/or SE Asia;
- Experience of working with government line agency staff and other organizations in an advisory and or training role
- Willingness to spend significant time in remote locations in challenging weather conditions when conducting field activities
- Experience of working in multi-cultural environment and international organisations
General Skill
- People management, coaching and capacity building/development
- Networking, influencing, presenting and communicating
- Fluency in written and spoken English and Myanmar, including Karen is an asset
- Proficiency in MS Office and GIS software such as ArcGIS
