SUTRI NAMA as
registered with the UNFCCC aims to tackle challenges of growing urban traffic
congestion and increasing urban transport related greenhouse gas emissions by
transforming urban transport in Indonesia with a mix of capacity-building and
investment measures provided through a national sustainable urban transport
programme. SUTRI NAMA is implemented starting December 2017 with the support
from the NAMA Facility through GIZ as the delivery organization.
A technical
assistance component namely Indonesia Bus Rapid Transit Corridor Development
Project (INDOBUS), funded by the State Secretariat of Economic Affairs of
Switzerland (SECO) added to SUTRI NAMA for the development and start-up of bus
rapid transit (BRT) corridors in selected pilot cities of Indonesia. The
component is working at both local and national levels in the field of BRT
planning, project management support, BRT operations management, public
transport funding as well as reform of the private minibus-sector towards
participation in operating consortiums. At national level coordination has to
be sought between the several relevant line ministries; best-practice examples
/ project achievements have to be documented, published and promoted for
replication.
We are seeking one qualified Indonesian candidate for the following
position:
Technical
Expert Public Transport & NMT
Responsibilities
- Providing technical advice and assistance on public transport and non-motorised transport (NMT) to the project team and stakeholders (government institutions, relevant organisations and institutions, and other GIZ projects)
- Together with national and international consultants, developing service packages and modes of delivery, jointly with other international cooperation projects and initiatives on urban transport (development of guidance documents to assist local governments on specific transport projects/ policies)
- Together with project team, under the coordination of Team Leader, to ensure that all milestones in both SUTRI NAMA and INDOBUS components are achieved timely
Task
Professional Advisory Services
- Provide technical assistance on project development and management in pilot cities (e.g. development of concepts for parking zones and pricing models, tendering process for public transport operation services, process advice and stakeholder coordination for public transport reforms, including detailed engineering design, financing models, operation and maintenance plans)
- Together with Team Leader, to develop and implement demonstration projects including parking management, NMT, park and ride, bike sharing
- Together with Advisor on MRV, to support activities related to climate/ MRV issues
- Under Project Output 1 of SUTRI NAMA (a Technical Support Unit is providing local governments with technical guidance and capacity development for the preparation and implementation of public transport projects and transport demand management):
- Support the monitoring of relevant activities
- Coordinate national and international consultant(s), monitor the progress and ensure the relevant milestones area achieved as planned
- Develop reports and publications
- Deliver verbal and written contributions to relevant events, conferences and other outreach activities whenever the project engaged
- Coordinate and participate relevant meetings, workshops and trainings
- Prepare training materials, conduct training sessions
- Support Team Leader to monitor relevant activities, specifically for activities related to Project Output 3 and 4 of SUTRI NAMA (Pipeline for Public Transport and TDM and demonstration projects evidencing improved public transport and TDM that serve as good practice for replication have been implemented in the pilot cities and disseminated).
- Provide inputs to the project team on relevant activities implemented under INDOBUS, whenever necessary
Networking and Cooperation
- Under the coordination of Team Leader, become a contact person and liaison with officials of counterparts on sustainable urban transport issues, including Ministry of Transportation (Kemenhub), Ministry of Environment and Forestry (KLHK), BAPPENAS, Ministry of Public Works and Housing (MoPWH), and pilot cities
- Manage main counterparts’ expectation (Kemenhub, pilot cities) through good communication
- Maintain networking and linkages with relevant activities conducted by other developing agencies
- Ensure smooth flow of information between GIZ transport and climate projects in Indonesia, as well as relevant GIZ bilateral, regional and international projects
Project and Knowledge Management
- Together with Advisor for MRV, design and develop knowledge management system in the area of climate/MRV in urban transport sector based on GIZ standards
- Together with Team Leader, lead to design and develop knowledge management system in the area of sustainable urban transport
- Together with the project team to implement the system
- Monitor, evaluate, provide inputs/feedback to continuously improve implementation
- Ensure that lessons learned are documented and shared
Other duties/additional tasks
- Support relevant project team members in achieving relevant milestones of the project, both in SUTRI NAMA and INDOBUS, including but not limited to: (1) developing standard operating procedures (SoP) for the Technical Support Unit (TSU), (2) developing SoP with financing partners on transport programmes, (3) developing a financing agreement on urban transport, (4) developing formulation to financing agreement, (5) developing fundraising strategy, (6) developing guidelines and standards on demonstration projects, (7) developing MRV methodology, and (8) reporting of GHG reductions and co-benefit
- Performs other duties and tasks at the request of management
Required
qualifications, competences and experience
Qualifications
- Essential: Degree on transport engineering or science, or urban planning
- Desirable: background on civil engineering or other relevant transport issues will be an advantage
Professional
experience
- Essential: At least 5 years of working experience in public transport and NMT as well as project management
- Desirable: experience in sustainable urban transport, construction & infrastructure and public administration will be an advantage
Other
knowledge, additional competences
- Proficiency in the Indonesian and English language (reading and writing)
- Presentation and writing skills
- Excellent communication skills in both Indonesian and English
- Excellent communication skills (written and verbal) in dealing with partners, donors and team members, including responsive, respect and helpful attitude
- Demonstrates openness to change and ability to manage complexities
- Organizes and accurately completes multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, deadlines, available resources and multiple reporting relationships
- Excellent command of MS – Office (Excel, PowerPoint, Word)
- Fluent language skills in English
- Willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management
