Project Background
The United States Agency for International Development’s Oceans and Fisheries Partnership (USAID Oceans) is being implemented by Tetra Tech ARD in collaboration with the Southeast Asian Fisheries Development Center (SEAFDEC) and other key stakeholders to strengthen regional cooperation to combat illegal, unreported, and unregulated (IUU) fishing, promote sustainable fisheries, and conserve marine biodiversity in the Asia-Pacific region.

The objectives of USAID Oceans are to:

• Implement a financially sustainable Catch Documentation and Traceability (CDT) system that links to Fisheries Information Systems (FIS) and is demonstrated within a regional Ecosystem Approach to Fisheries Management (EAFM) framework;
• Expand use of CDT to areas important for biodiversity in the ASEAN and Coral Triangle regions;
• Strengthen the capacity of regional organizations to conserve biodiversity using EAFM and CDT to combat IUU fishing; and,
• Engage the private sector to ensure sustainability and uptake of CDT and EAFM, while advancing regional fisheries governance.

USAID Oceans works in partnership with the Government of the Philippines and Government of Indonesia to implement and test CDT systems in the program learning sites. The Activity has selected two demonstration sites in General Santos City, Philippines and Bitung, Indonesia to pilot the CDT system development, implementation, and testing. At both ‘learning sites’, USAID Oceans conducted assessments to identify the main export markets and an in-depth analysis to support EAFM plan development and human welfare interventions. The Activity has identified the CDT requirements of different stakeholders and engaged the private sector to implement traceability and ensure a financially sustainable CDT system, and has attempted to identify early adopting private sector partners to test the systems in the learning sites. Following a demonstration of viability in the learning sites, the Activity aims to expand into additional sites across Southeast Asia (potentially including Malaysia, Thailand, Vietnam, and others).

Position Description
SI is seeking a In-Country Logistical Coordinator to support both the logistical and technical needs of the Evaluation Team. The person selected for this role would coordinate team travel, schedule interviews, and provide overall support for the evaluation, including providing local context and assisting in note-taking and other evaluation tasks if necessary. The Coordinator should be able to start by January 21^st, 2019 to support the evaluation team with preparations before field work. The Coordinator should be available to support the team on an as-needed, part-time basis over the course of the next month during field work (early February through mid-March 2019). The Coordinator must be able to meet with the evaluation team in-person in Jakarta in mid-February. The majority of the Evaluation Team’s activities will take place in Indonesia, though the Evaluation Team will also travel to Malaysia, the Philippines, and Thailand. The Coordinator will report to the Team Leader, who will make specific assignments and monitor fieldwork preparations and progress. Social Impact will oversee the overall management of the evaluation.

Responsibilities

• Advise the Evaluation Team on local context relevant to the evaluation goals.
• Make, coordinate, and confirm appointments for meetings, interviews, focus group discussions, etc. for the Evaluation Team.
• Maintain and update the meeting schedule.
• Make logistical arrangements as needed for in-country hotel accommodations, ground transportation, focus group discussions, etc.
• Manage in-country expenditures for the Evaluation Team and keep detailed documentation of team expenses.
• Carry out other tasks as requested by the Team Leader.

Qualifications

• Experience with logistics arrangements for evaluations, including reserving meeting locations, maintaining meeting schedules, arranging transportation and lodging, etc;
• Excellent organizational and coordination skills;
• Fluency in English and Indonesian;
• Excellent English writing skills;
• Available to start work in January 2019 and support the team over the course of the next two months as needed, with most of the work taking place in early February through mid-March during field work;
• Home location in Jakarta preferred;
• Familiarity with USAID evaluations or USAID funded projects preferred.
