Overall Purpose/Broad Function:
The Financial Analyst will work closely with the systems/budgets team and program staff.

This position will ensure accuracy and completeness of project/contract input in the Contracts Database (CDB), sufficient budgets are available for contracting; contract financial reporting analysis; and providing guidance and recommendations on subjects related to financial and contracting policies and procedures.
The position will also maintain and develop financial tools, reports and databases
Key Duties and Responsibilities:
- Program Accounting and Contracts Database
- Receive project and contract documentation from program staff and review for adherence with NI policies and procedures, completeness and accuracy.
- Review the Funding Approval (FA) documents to verify budget availability for the project.
- Post FAs in CDB and scans and uploads required documents.
- Follow up on exception/rejection reports and resolve issues as necessary.
- Liaison with and support program and accounting staff in regards to program finance issues. Contract Budgets
- Verify approvals against delegation of authority and final verification of funds availability through analysis of unit’s budget against funds spent to date and future commitments/budget forecasts.
- Review budget information for agreements to ensure adherence to standards.
- Analyze, flag and follow up on outstanding budget variances of commitments/budget forecast, by being the liaison between with program staff and Finance Director, Budgeting.
- Prepare contract budget amendments in Excel and MS Access based on Financial Analysis of variances and projections of Recipient financial reporting. Financial Reporting and Analysis:
- As a result of the Financial Analysis, flag any budget discrepancies to PO/Contracts Manager (CM)/Finance Manager for follow, ensuring variances are properly explained, flagging to CM if budget amendment is required, assisting PO and PA on Skype calls with grant recipient if required in order to clarify financial requirements, or questions.
- Help with GAC reporting.
- Ad-hoc financial reports using advanced Excel skills. Administration and Monitoring
- Help with administration of CDB and Contracts Lifecycle Management (CLM).
- Serve as a resource person to program staff providing guidance and recommendations, on subjects related to financial and contracting policies and procedures.
Other:
- Any other duties as required from time to time.
Specific Skill Requirements:
- Advanced level Excel skills.
- Database experience.
- Good judgment in analyzing data and information, and adapting procedures to accommodate new or unusual situations.
- A team player who is personable, diplomatic and confident at dealing with people at all levels.
- Knowledge of Great Plains will be an advantage.
- Sound knowledge of budgeting procedures and contracting with strong analytical skills.
- Planning and organization skills.
- Attention to detail.
- Ability to work under minimal supervision.
- Ability to work under pressure.
- Proven time management skills and ability to handle multiple deadlines.
- Must be legally entitled to work in Canada Supervisory Responsibilities
- This position does not have any supervisory function.
Education/Professional:
Designations/Experience:
- College diploma or University degree in accounting, finance or business or equivalent experience.
Language Skills:
- Fluency in English (Reading, Writing & Oratory Skills) is a prerequisite.
Travel Requirements:
- None Selected candidates must have current legal entitlement to work in Canada (Permanent Residency, Current Work Permit, Citizenship, NAFTA eligibility or other reciprocal trade agreement).
