SENIOR MEAL OFFICER - Sulawesi Emergency Response
To function MEAL issues Oxfam in Indonesia CAT 2 emergency response. To be responsible for the leading, coordinating, planning, monitoring and support for interventions to ensure effective and efficient implementation according to the donor strategy to meet the project objectives at working areas. Moreover, ensuring monitoring, learning, program quality and accountability (MEAL) in respect of Core Humanitarian Standards as well as CAMSA minimum requirement. Work closely with the field programme teams, Other INGOs, Cluster members, partners and other local agencies and key line-local Government officials
ICT OFFICER - Sulawesi Emergency Response
To strengthen Oxfam's response to humanitarian emergencies by assisting technical coordinators in the setting up and implementation of programmes and systems integrating digital tools (Information Communication Technologies – ICTs) to support and deliver field activities and capturing and sharing our learning from them.
REQUIREMENTS:
SENIOR MEAL OFFICER – Sulawesi Emergency Response.
- Minimum of 5 years experience on MEAL in the field of development, disaster management project
- Bachelor in social science, disaster management, development studies or relevant discipline
- Good understanding of the country’s humanitarian context, Core Humanitarian Standards, empowering and advocacy issues in Indonesia
- Strong analytical skills and understanding of MEAL Framework, tools and indicator setting
- Evidence-based monitoring and evaluation frameworks and programmes, with emphasis on participatory and partnership-based MEAL approaches
- Familiarity with project cycle management, monitoring and evaluation
- Strong ability to rapidly assimilate, analyze and report on complex information and proven conceptual and policy advocacy skills.
- Mature understanding of issues in development, preferably shelter management and ability to mainstream gender into analysis, programme strategy, implementation, monitoring & evaluation.
- Good interpersonal skills and the ability to work sensitively with people from various cultural and social backgrounds.
- Excellent spoken and written English
- Understand local language (Indonesia)
- Minimum of 5 years experience on program related to ICT and IM in the field of development, disaster management project
- Proficiency in similar digital aid distribution technology i..e mobile data collecton apps i.e Mobenzi, Survey CTO, KoboCollect,; GIS and Power Bi
- Demonstrated knowledge of project monitoring and evaluation principles and tools
- Familiarity with project cycle management, monitoring and evaluation
- Strong ability to rapidly assimilate, analyze and report on complex information and proven conceptual and policy advocacy skills.
- Mature understanding of issues in development, preferably shelter management and ability to mainstream gender into analysis, programme strategy, implementation, monitoring & evaluation.
- Excellent spoken and written English
- Understand local language (Indonesia)
SENIOR MEAL OFFICER – Sulawesi Emergency Response.
- Contributes & Implementation of Oxfam in Indonesia’s CAT 2 emergency response Project’s MEAL framework and tools and support PNGO’s as well as country humanitarian MEAL
- Ensure strong participatory elements in the MEL system, particularly in the role of partners , consistent with the Oxfam International MEAL principles and policies.
- Support the implementation and compliance/delivery of project team to the country MEAL system.
- Assist the project team and partners in identifying MEL priorities and manage key discrete MEAL milestones, events and processes
- Undertake periodic monitoring and technical support visits to programme areas to assess progress against agreed MEL system and recommend corrective actions as appropriate.
- Lead the project baseline study, outcome monitoring, impact measurement, evaluation, situational and risk analysis process, PDM, Survey CTO etc.
- Provide technical guidance to project teams including partners in planning and implementation of baseline/midline and other data requirements to support programme analysis, the development and use of monitoring tools and instruments (e.g., objective/target setting, monitoring formats, etc.), as well reporting of programme progress.
- Building capacity of partners and strengthen their respective MEAL mechanisms and systems to contribute effectively to programmatic MEAL objectives through relevant training and other capacity building events
- Work closely with project team and partners to ensure appropriate feedback mechanisms / CRM are functional into project
- Assist to organize Peer Learning meeting to share programme strategies and best practices including Gender, Accountability and Stakeholders Participation aspects.
- Support mobile data collection tools, train staffs and volunteers on the tools and follow its implementation, conduct regular monitoring visits to fields and document results
- To ensure proper monitoring data collection of qualitative and quantitative data collection, and other relevant activities.
- Facilitate the program needs (MEAL KPI, reporting format, etc) with the Power Bi and Survey CTO
- Capacity building enumerator, beneficiary, vendors and staffs on the Red Rose application.
- Support the troubleshooting of the tools and application used in the field.
- Take responsibility for other ICT related tasks assigned by MEAL/ICT Coordinator.
