CRS is a US –
based humanitarian and development organization working in over 100 countries
around the world to assist people victims of disasters, people in need and the
disadvantaged regardless of race, belief or nationality. CRS has been operating
in Indonesia since 1957 under the Memorandum of Understanding with the Ministry
of Social Affairs to provide both humanitarian response and long-term
development to the most vulnerable communities. CRS Indonesia’s current
strategy includes emergency preparedness and response, disaster risk reduction,
and integrated agriculture and livelihoods.
CRS/Indonesia
is currently seeking professionals for several positions to be based in Palu who
have expertise on the specific field as follows to support our response for the
recent Sulawesi tsunami & earthquake:
Summary Responsibilities of each position is as
follow (this is not an exhausted list of job description):
Senior Program Officer Disaster Risk Reduction
The
Disaster Risk Reduction (DRR) Senior Program Officer will be responsible for
the overall implementation of DRR program in Central Sulawesi according to the
approved proposal, Detailed Implementation Plan (DIP) and Project framework.. You
will supervise, mentor and coach the DRR Field Officer to ensure adherence to
agency and country program DRR standards, guidance, and best practices. You
also will identify staff training and capacity development needs related to the
implementation of DRR program and ensure training to staff in all aspects of
project planning, approaches, concepts, implementation, monitoring and
evaluation. Represent CRS in coordination with consortium member such as CIMOS
and other DRR working group if any at provincial and district levels and also
lead technical design of DRR interventions in collaboration with CRS, partner
staff and other key stakeholders.
Specific Qualification:
- Graduated in social science or related field, Master’s Degree in Development, Social Science, DRR Science is preferable.
- At least 4 years of professional experience in the technical area of DRR in management position, preferably in international NGOs
- Experience in and have knowledge community saving and lending group (koperasi, simpan pinjam) methodology as integrated programming with DRR is value added.
- Strong skills and track record in proposal and report writing (in English)
- Demonstrate good networking in this emerging technical field within Indonesia.
- Sufficient skills and knowledge on advocacy to government and protection and gender mainstreaming in the project.
- Demonstrate knowledge of and experience with best practices for emergency preparedness and DRR, in variety of operational contexts.
- Ability to design training materials and modules and facilitate trainings.
- Familiarity with current approaches and guidelines for M&E, impact measurement and accountability in humanitarian & development sectors.
Disaster Risk Reduction Program Officer
The program
officer will support senior program officer in implementation of the project
activities in collaboration with Implementing Partners and other relevant
stakeholders including community leaders and members in the target areas. The Program
Officer will also organize and coordinate project activities at community level
under guidance from the DRR-SPO and in consultation with implementing partners,
BPBD and community local leaders, including facilitation of various DRR and Savings
and Internal Lending Communities (SILC) trainings at the community level. This
position will be based in Palu, with regular travel to, Donggala and Sigi for implementation
of program activities, coordination meetings with related stakeholders and
other implementing partners.
- Graduate degree (S1) in development, social sciences or related field.
- At least 3 years of professional experience in the technical area of DRR, including Community-based Disaster Risk Management (CBDRM), preferably working experience in international NGO and has experience in managing community saving and lending group
- Skill and experience in partnership/working with/facilitating local NGO partner
- Strong skills and broad experience in community organizing
- Has strong skills in training facilitation including developing training plan and modules
- Has experience in applying participatory tools and is able to facilitate Focus Group Discussion (FGD), interview, observation and survey.
Livelihood Project Officer (LPO)
The Livelihood
Project Officer (LPO) will support DRR Senior Program Officer in implementing DRR
component in CRS’ Central Sulawesi recovery project activities, in
collaboration with implementing partners and other relevant stakeholders
including community leaders and members in the target areas. The LPO will work closely with the Market-based project
team to coordinate programmatic modality and sourcing decisions to best support
market recovery while meeting program objectives and timelines. He/she will organize and coordinate
project activities at community level, under guidance from the DRR SPO and in
consultation with implementing partners, BPBD and community leaders, including
facilitation of various DRR, livelihood and community savings and lending
(koperasi usaha bersama, simpan pinjam, usaha kelompok) trainings at the
community level. This position will be based in Palu, with regular travel to
Donggala and Sigi for implementation of program activities, coordination
meetings with related stakeholders and other implementing partners.
Specific Qualifications:
- University Degree in economics, business management, social sciences, or related field, or equivalent work experience.
- Minimum 2 years of experience working within small scale enterprise, agriculture, community development and or humanitarian aid sectors
- Experience in and technical knowledge of livelihood, markets-based humanitarian programming and livelihood recovery
- Experience conducting market and needs assessments
- Experience working with/supporting local NGOs and managing project implementation at community level
- Sufficient computer literacy and able to operate Microsoft office programs, include skill on developing presentation material.
- Ability to work independently and flexibly to respond to needs as they arise, but also to coordinate effectively as part of a team
- Demonstrate qualities of oral and written communication skills, cultural sensitivity; ability to work in teams, and operate in emergency environments
- Strong analytical, organizational, management, and leadership skills
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), including web-based survey tools
- Good command of Bahasa Indonesia and English both oral and writing
- Experienced in emergency response is preferable
