KNCV Indonesia is a non-profit organisation that aims to be a
strong local and self-sustaining organization dedicated to the fight
against tuberculosis (TB) in Indonesia. Yayasan KNCV Indonesia promotes
effective, efficient, innovative and sustainable tuberculosis control
strategies in Indonesia. We are an organization of passionate TB
professionals, including doctors, researchers, training experts, and
epidemiologists. We aim to stop the spread of the TB epidemic and to
prevent the further spread of drug-resistant TB.

Head of Technical Services
TB District PPM Catalytic Funding Project
Duty Station : Jakarta, Indonesia
The
Head of Technical Services is responsible for continuous technical
support to the NTP by the project and in internal/external technical
coordination. Internally this concerns coordination on technical aspects
between the YKI Head Office in Jakarta and Yayasan KNCV Indonesia Field
Offices and (Senior) Technical Officers. Externally this concerns
coordination with the National Tuberculosis Program (NTP) in Indonesia
and its partners at all levels. The objective is to ensure effective
implementation of the project.
Together
with the Project Directors, the Head of Technical Services is also
responsible for the liaising with other technical partner organizations
to align strategies and activities between the organizations, ensure
documentation and rapid uptake of relevant innovations and promote high
quality TB control.
The Head of
Technical Services will lead the project, playing a strategic role in
the management and technical side of the project, to ensure the
objectives are achieved.
Key Responsibilities include:
- Provide continuous high quality technical assistance to the NTP at various levels to assure effective implementation of YKI supported work plans.
- Monitor the overall implementation of the YKI supported work plans in operational areas, identify problems, advise YKI staff and counterpart program managers on necessary corrective actions, follow-up on these actions, and prepare brief visit reports on findings and recommendations.
- Organize project activities for priority districts PPM at the national, districts and Puskesmas/Primary Health Care level are implemented within the agreed work plan including recruitment, monitoring, quality assurance of technical assistance and reporting.
- Ensure the quality of the training materials to support the implementation of the PPM approach, as defined in the relevant MoH decree and NTP/MoH policies.
- Ensure the establishment of implementing unit or other partnership agreements with other professional associations, hospital associations, community or technical organizations.
- Preparation of annual work plans and budgets, and assure timely submission to the Project Director.
- Supervise, monitor and provide TA to activities carried out by YKI (Senior) Technical Officers and assist in problem solving.
- Assist the M&E team in compilation of quarterly/annual progress reports and ensure the quality of content and completeness of the quarterly reports.
- Assist in activities that are directly or indirectly related to achievement of the National TB Program objectives, when requested by the NTP Program Manager or other partners.
- Participate in regular coordination meetings with the NTP.
- In coordinating with the Director, attend relevant provincial, regional, national or international meetings, including YKI project meetings.
- Proactively and continuously update own knowledge and skills.
- Develop the implementation plan of the project assigned to him/her, considering the strategy to ensure that the planned activities will meet the agreed time lines and objectives.
- Develop regular report on the project progress.
- Together with the financial staff provide monthly analysis of budget absorption and expected results.
Qualifications and Competencies:
- Educational Qualification:
- Health Professional (MD), preferably with a Master degree in public health, epidemiology or comparable qualification.
- Skills and Competencies:
- Experience in leadership role
- Minimum of 3 years’ experience in TB control/program management
- Minimum of 3 years’ experience working in health sector, particularly related to community or vulnerable groups.
- Excellent track record on technical assistance and working with technical partners
- Excellent personal relationships with professional colleagues
- People management skills
- Experience in liaising with government authorities
- Good communication skills
- Proven experience in developing of the community network and advocacy..
- Demonstrated understanding and experience in budget setting and management.
- Excellent analytical and problem-solving skills, with a strong eye for detail.
- Proactive approach to service provision and government, as well as the ability to organize partnerships and maintain good relations within internal and external Yayasan KNCV Indonesia.
- Clear interest and experience in non-government development work.
- Proficient at MS Office.
- Strong written and oral communication/presentation skills, in both Bahasa Indonesia and English.
- Ability to create a supportive working environment amongst all staff.
- Ability to work as part of a multi-cultural team and independently.
- Professional, self-motivated and willing to learn.
- Ability to work under pressure, prioritise, schedule and balance workloads in the face of conflicting and uneven demands to meet deadlines.
- Diligent and honest with the ability to work well in a complex environment.
- Willing to travel and support internal/external events as needed.
