Senior TB - HIV Advisor (Indonesian national only)

Palladium is appointed by USAID to manage USAID-funded Health Technical Assistance Project (BANTU), to support USAID Indonesia’s Country Development Cooperation Strategy (CDCS) by rapidly leveraging specialized short and long-term technical assistance to USAID, USAID-funded programs; the Government of Indonesia (GOI), and other organizations and agencies as required.

BANTU is currently anticipated to hire a Senior TB-HIV Advisor with the detail below:

OBJECTIVE OF THE POSITION:

The objective of this position is to provide advisory support to USAID and NTP focusing work on ensuring integration of TB and HIV programs. S/he will serve as a key technical expert, strategic planner, resource manager and interlocutor with implementing partners. As a senior advisor, s/he will exercise significant independent judgement on matters of policy and technical direction and will provide recommendations for decision making to ensure success in building external partnership and implementing TB-HIV programs.

The work is complex in that it requires a high degree of awareness and familiarity with health development policies and activities in objective context and proficient in providing technical advice on TB and HIV. S/he must be proactive and innovative in formulating approaches to effectively utilize Mission resources by engaging with public private sectors and leveraging other multilateral and bilateral donor programs.

This is a part-time position for 1 (one) year assignment, and will be based in Jakarta, Indonesia.

REQUIREMENT:

  • Medical degree required, with an advance degree in in public health or related areas
  • A minimum of 15 years of professional experience in TB and HIV program and management, preferably at national level with demonstrated experience in national TB-HIV control strategies
  • Fluency in both written and spoken English level-4 is required. S/he is required to independently prepare and edit technical documents and correspondence at a professional level on a regular basis. The Incumbent will need to be able to speak and make formal presentations in English and Bahasa Indonesia
  • The incumbent has solid technical knowledge and understanding of the complex interventions, development, management and evaluation of public health or development programs, most importantly in TB and HIV
  • The incumbent must demonstrate a high degree of interpersonal, analytical, communication, managerial, leadership, planning, negotiating and problem-solving skills. The incumbent will be required to establish and maintain strong relationships with GOI counterparts at all levels, as well as a range of implementing partners and other international donors. Demonstrated leadership skills in systems thinking and strategic planning. Demonstrated leadership skills in the policy development process in complex program environments with multiple implementing organizations. Demonstrated experience and skills in successful collaboration with senior and high-ranking public-sector host country officials. Demonstrated effectiveness as negotiator and through influence in complex environments.
