Catholic Relief
Services (CRS) is a US – based voluntary organization working in over 100
countries around the world to assist people victims of disasters, people in
need and the disadvantaged regardless of race, belief or nationality. CRS has
been operating in Indonesia since 1957 under the Memorandum of Understanding
with the Ministry of Social Affairs to provide both humanitarian response and
long-term development to the most vulnerable communities. CRS Indonesia’s
current strategy includes emergency preparedness and response, disaster risk
reduction, and integrated agriculture and livelihoods.
CRS
Indonesia will implement a USAID/OFDA – funded project in collaboration with World
Vision Indonesia, Save The Children Indonesia and CARE Indonesia. The project
is focused on disaster preparedness and emergency response capacity building
for BPBD and vulnerable communities in urban area of Jakarta and Bogor. This
project is scheduled to start in March 2019.
CRS/Indonesia is currently
hiring for Disaster Risk Reduction Project
Officer (DRR-PO) to be based in Bogor and MEAL Monitoring
Evaluation Accountability and Learning) Officer to be based in
Jakarta or
Bogor with regular travel to Jakarta/Bogor for coordination meeting with CRS
program team and other implementing partners. This position will report to Disaster
Risk Reduction Program Manager (DRRM).
PRIMARY RESPONSIBILITY
Disaster
Risk Reduction Project Officer (Code: DRR-PO)
The DRR
Project Officer will lead the day-to-day implementation of the project
activities in collaboration and by working directly with the District Agency
for Disaster Management (BPBD) of Bogor city and other relevant stakeholders
including community leaders and members in the target areas. The Project Officer
will also organize and coordinate project activities at community level in
consultation with BPBD and community local leaders, including facilitation of
various DRR trainings at the community level. This position will be based in
Bogor, with regular travel to Jakarta for coordination meetings with the CRS
program team and other implementing partners.
QUALIFICATIONS
and EXPERIENCES:
- Graduate degree (S1) in development, social science or related field.
- At least 3 years professional experience in the technical area of DRR, including Community-based Disaster Risk Management (CBDRM), preferable working in international NGO
- Strong skill and broad experience in community organizing
- Has experience working on or has good knowledge on Indonesia’s DRM system and structure, particularly BPBD structure, policy and strategy.
- Has strong skill in training facilitation including develop training plan and modules
- Has experience applying participatory tools and able to facilitate Focus Group Discussion (FGD), interview, observation and survey.
- Understand international code of conduct in humanitarian programming, and able to apply them in daily work within the community.
MEAL
Officer (Code: MO)
The MEAL Officer is responsible for providing technical monitoring
and evaluation support to program teams and overseeing all M&E plans for
programs. These responsibilities include but are not limited to designing
monitoring and evaluation tools, planning surveys or evaluations, analyzing and
reporting quantitative and qualitative M&E data, and working with BPBD, DRR
village committee and village leader to build their capacity. The MEAL Officer
is expected to regularly visit field areas with supervision from DRR Program
Manager and MEAL Senior officer.
The MEAL Officer will ensure that CRS Indonesia Accountability
Framework and cross-cutting principles are incorporated into project design and
implementation. S/he will also lead learning and reflection activities to
improve project quality, monitor results and impact, share lessons learned, and
ensure that accountability and other cross-cutting issues are adequately
incorporated into project and MEAL activities.
QUALIFICATIONS
and EXPERIENCES:
- Bachelor’s degree in statistics, computer science, economics, research methods, development studies, or related field; Master’s degree preferred
- Minimum four years of MEAL experience on similar position in relief and development organization, preferably in INGO
- Proven experience of capacity building of local NGOs on M&E
- Computer literate (Word, Excel, Power Point, Outlook, Internet explorer)
- Proven experience working on databases like Microsoft Access, SQL Server or SPSS
- Experience using qualitative and quantitative methods and developing tools
- Ability to analyze and interpret qualitative and quantitative data and communicate results with a variety of stakeholders
Required Foreign Language: Good
command of both Bahasa Indonesia and English, both oral and writing.
Required Travel:
CRS
Indonesia currently working in DKI Jakarta, West Java, NTT, East Java, Bali and
Lombok, Central Kalimantan and Central Sulawesi on disaster preparedness and
climate change adaptation project. In the event of a CRS emergency response,
all CRS Indonesia staff may be requested to travel to CRS project areas if
necessary and/or deployed to other parts of the country.
