Abundant Water is seeking a qualified candidate to fill the role of Program Supervisor. As part of your duties, you will manage one local Project Manager, one local Project officer and work alongside our partner organization, FOKUPERS, to develop AW’s ceramic water filter distribution network. This will involve working closely with schools, partner NGOs, donors, the Board of Directors in Australia, and local communities across Timor-Leste.
The focus of the Program Supervisor’s work will be in achieving AW’s strategic plan which includes; coordinating the program implementation; expanding the Social Business program; managing AW’s staff and financial accounting; developing partnerships and opportunities and improving the AW water filter and WASH program both through monitoring and evaluation (M&E) as well as research and development. The Program Supervisor will represent AW at outside meetings with potential funders and influencers. This role will encompass duties that are both managerial and practical in nature.
Main responsibilities:
- Manage the AW programs and assets in Timor-Leste and manage the AW staff in Timor-Leste, their welfare, and their recruitment.
- Manage the AW finances and accounts in Timor-Leste.
- Implement feedback regarding technology development, filter installation, and M&E to the field.
- Manage AW partnerships in Timor-Leste to develop new opportunities of mutual benefit and manage relationships with AW donors in Timor-Leste to develop new opportunities of mutual benefit
- Develop new projects and partnerships to enable AW to realize its strategic plan and report to the AW Board in Australia regarding organizational and operational matters in Timor-Leste.
- Develop fund-raising opportunities in Timor-Leste.
- Manage any intern program, including mentorship and professional development, and conduct monitoring, assessment, and evaluation on project progress and provide feedback and suggestions on modification and change.

Skills and Requirements
Fluency in the English language.
Able to work with time constraints and manage a range of managerial duties including finance, donor reporting, budgeting, communications, recruiting, strategic planning, project implementation, monitoring, and evaluation.
Ability to develop and maintain professional relationships with international donors and organisations
Ability to work in a cross-cultural setting and a willingness to work both independently and in teams
Eager to work with rural communities and schools to develop WASH knowledge and business skills
Required qualifications
- Bachelor’s Degree in International Development, Social Science, Administration, Business, Program Management, or similar
- Work experience in the non-governmental sector, rural development, government, business, or community development.
- Proven communications skills in English (ability to write donor reports and funding grants is essential)
Starting Salary
Starting salary is $1500 (USD) per month after tax, with a review after the first 12 months.

Dili, Timor-Leste
Contract Period
- 3 years, with a performance review after 6 and 12 months.
