BACKGROUND:
Clean Air Asia works towards achieving better air quality and livable cities by translating knowledge to policies and actions that reduce air pollution and greenhouse emissions from transport, energy, and other sectors. Clean Air Asia was established as the leading air quality management network for Asia by the Asian Development Bank, World Bank and USAID in 2001, and operates since 2007 as an independent non-profit organization. Clean Air Asia has offices in Manila, Beijing and Delhi, networks in several Asian countries and is a United Nations-recognized partnership of more than 250 organizations in Asia and worldwide.
We are looking for a dynamic and self-motivated individual with a strong interest in environment-related disciplines, particularly in air quality and climate change, and sustainable development, with experience and skills in research, policy development, capacity building, communication and stakeholder relations. The role will involve working with individual staff and teams within a multi-cultural organization, as well as with key external stakeholders.
JOB PURPOSE
The Senior Researcher will play a key role in the development, implementation and review of Clean Air Asia projects. He/she is expected to provide technical guidance and inputs in the field of air quality and climate change to effectively implement Clean Air Asia’s activities. The Senior Researcher will contribute to strategic planning and program development to help expand and strengthen Clean Air Asia’s position in current and emerging air quality and climate change issues in the region.
RESPONSIBILITIES AND SCOPE OF WORK
Under the direct supervision of the Air Quality Specialist, the primary duties of the Senior Researcher include the following:
- Project Management and Implementation
- Manage select projects and lead relevant team members in work planning (task management) to ensure efficient and timely delivery of project outputs and activities.
- Lead research and analysis, monitoring and evaluation of project impacts, preparation of reports, meeting presentations and proceedings, and organization of workshops and events of select projects.
- Lead QA/QC of project outputs including reports, meeting proceedings, presentations.
- Manage and review outputs prepared by consultants for technical and other quality criteria.
- Report weekly project updates to the supervisor, except in instances where urgent discussion in needed.
Program Development
- Support the Program Manager and Air Quality Specialist with in-depth and updated knowledge to strengthen Clean Air Asia’s air quality management framework, including air quality monitoring, standards development and enforcement, emissions inventory, modeling, health and other impacts of air pollution, communicating air quality information, and development and implementation of measures, to shape Clean Air Asia’s position on current and emerging air quality issues in the region.
- Support the Air Quality Specialist in keeping track of relevant air quality updates, emerging trends and developments in air quality management across Asia.
- Preparing an overview of key and emerging issues governing air quality and climate change within the region.
- Sharing updated information on air quality and climate change with program team members.
- Providing technical inputs in setting the direction for research, data analysis, interpretation and presentation of findings, development of recommendations governing air quality and climate change, and exploring other technical areas that contribute to the organization’s strategic goals.
- Provide technical inputs to fundraising activities, including proposal development, presentation to donors and partners, etc.
- Participate in and/or contribute to various supporting activities to implement Clean Air Asia’s strategy.
- Deliver other tasks assigned by the Air Quality Specialist, Program Manager, Deputy Executive Director, and Executive Director of Clean Air Asia.
Project Team Management
- Manage tasks of relevant project team members including project research assistants, interns, and consultants.
- Report to the Air Quality Specialist on productivity and other performance indicators of assigned team members on a monthly basis or as the need arises.
Knowledge Management
- Support the Air Quality Specialist, IT Administrator and relevant FAS team on the management of Clean Air Asia’s knowledge resources.
- Support the Air Quality Specialist in guiding staff and project team members in the maintenance and updating of Clean Air Asia’s air quality database through undertaking research and analysis of air quality levels in the region and related air quality management indicators.
Representation and Partnership Building
- Develop and maintain strong professional relationships with key Clean Air Asia partners and stakeholders
- Represent Clean Air Asia in selected, approved meetings or conferences and effectively communicate Clean Air Asia’s position on technical issues
ELIGIBILITY AND REQUIREMENTS CRITERIA
- Minimum five years of combined work experience on different areas of environmental management and sustainable development, including but not limited to air quality, climate change, energy, policy research, environmental economics, environmental sociology, capacity building, urban development and planning, monitoring and assessment. International exposure on policy development work is an advantage.
- A Master’s degree in Atmospheric Science, Environmental Science, Environmental Engineering, Environmental Management, Environmental Economics, Environmental Sociology, Development Management, Chemistry, Meteorology, Engineering or any related discipline. An advanced degree and/or skills related to specific fields is an advantage (e.g., environmental and/or public policy, data science, remote sensing, programming).
- Experience in project management is an advantage.
- High proficiency in Microsoft Office applications required; capability in using database applications, statistical, mapping (GIS), and air quality modeling software is an advantage.
- Well-developed interpersonal, communication and stakeholder liaison skills with experience in networking and establishing and maintaining relationships with partners at different levels (ministry, donors, private sector, NGOs and local community-based organizations).
- Fluent in spoken and written English; with strong written, analytical, presentation and reporting skills.
- Strong technical writing skills, with the ability to do research, analyze and present data. Written publications is an advantage.
Demonstrated attention to detail.
- Proven ability to meet deadlines and work on multiple projects simultaneously.
- Ability to work independently and as part of multi-cultural and multi-disciplinary team.
- Team player with the ability to contribute more widely to the direction of Clean Air Asia’s program.
- Experience working in different Asian countries is an advantage.
- Be able to travel in and outside of the Philippines.
DURATION AND RENUMERATION and OTHER BENEFITS
The selected candidate will be appointed for one (1) year under a full time fixed-term contract, with possibility of extension based on funding and satisfactory performance. The probationary period is 3 months. The base monthly remuneration is competitive but may vary subject to the candidate’s professional qualifications and work experience. In addition to government-mandated employee benefits, Clean Air Asia provides HMO medical and hospitalization insurance, 24 days paid vacation leaves, up to 10 days sick leave, and observes 13 public holidays per year. Clean Air Asia also provides opportunities for travel domestically and internationally. This position is open only for Filipino applicants.
