Handicap International Federation (HI) also known as Humanity & Inclusion globally, is an independent and impartial aid organization, created in 1982, working across 63 countries. HI works alongside the vulnerable populations, whatever the context, taking action to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

The INNESKA (India, Nepal, Sri Lanka) Regional program has been officially launched in July 2019, hosted by Nepal with 2 affiliated countries India and Sri Lanka. In the region, HI's interventions include physical rehabilitation, inclusive education, inclusive disaster risk reduction, inclusive economic empowerment, road safety, and inclusive local development.

HI INNESKA is seeking applications from Indian or Sri Lankan citizens with strong profiles and proven experience in operations, business development, and fundraising for the following position to work for INNESKA Program.

Country Manager - Sri Lanka & India

Mission: This position will be supporting India and Sri Lanka, in close coordination with the regional team based in Nepal. The primary role and responsibility of the country manager are envisioned to focus on business development, donor engagement, and the development of strategic operational partnerships with local partners.

Terms & Conditions: 1 year renewable contract

Key Responsibilities:
  • Reporting to the Regional Director of INNESKA (India, Nepal, Sri Lanka), India and Sri Lanka Manager contributes to the implementation of HI’s mandate and 10-year strategy within his/her geographical scope. He/she ensures the optimal quality and impact of the projects implemented in his/her country by means of a delegation system with appropriate control mechanisms. With all HI Directors and through paradigm changes, he/she shares responsibility for the sound management and effective functioning of the global organization.
  • The Country Manager is the legal representative in the 2 countries for the whole of HI, both internally and externally, and promotes the excellent reputation and positive image of HI.
  • He/she is responsible for developing and implementing the operational part of the Regional Programme operational strategy for the country in which he/she is based.
  • He/she contributes to organizational transformation in line with the Simplification, Shared Services, and ROOTS projects. In the event of an emergency, he/she takes responsibility in accordance with the response framework defined.
  • Under the guidance of the Technical Unit, regional MEAL and Support Service managers, and deploying all appropriate tools, he/she ensures the monitoring of operations in the 2 countries, as well as financial control, compliance with HI policies and frameworks (in particular HI Project Monitoring & Evaluation policy) and respect of contractual engagements towards donors.
  • He/she actively monitors and analyses developments in the context in his/her geographical area in order to identify risks and opportunities, and proposes actions to the Regional Director.
  • Any other service/task in connection with the program that may prove necessary.
Qualification and Skills Required:
  • Master or equivalent degree in international relations, political sciences, and communication, management, or development studies.
  • Minimum 5 years of relevant experience in senior management positions in international NGOs, preferably as Head of Programs, Country Manager, Country Director
  • Experience in managing grants funded by institutional donors such as the EU, USAID, DFAT, AFD would be an asset
  • Strong Planning, Management, and Analysis skill
  • Well acquainted with Humanitarian Principles
  • Strong Leadership and Risk Management skills
  • Knowledge of the Disability sector is advantageous
Language Requirement:
  • Must be Fluent in written and oral communication in  English
  • Fluency in Hindi and/or Sinhala, Tamil is preferable
Remuneration & Benefits:
The position holder will receive a national package based on the remuneration policy of the country of origin where the position holder will be based.
