Organization and Project Context:
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO is to promote and accelerate Inclusive and Sustainable Industrial Development (ISID) in the Member States.
The Global Quality and Standards Programme (GQSP) is a large-scale programme to encourage systematic trade development along specific value chains by strengthening quality infrastructure institutions and service providers, enhancing the compliance capacity of private sector actors, particularly small-medium enterprises (SMEs), and creating a culture of quality among all stakeholders. Funded by the Swiss State Secretariat for Economic Affairs (SECO) and implemented in cooperation with the Ministry of Marine Affairs and Fisheries (MMAF) and the National Standardization Agency (BSN), the GQSP Indonesia SMART-Fish II programme will pursue three outcomes:
Outcome 1: Technical competence and sustainability of the National Quality Infrastructure System is enhanced.
Outcome 2: SME compliance with international standards and technical regulations is enhanced.
Outcome 3: Awareness of quality is enhanced.
Job summary:
The National Expert will be directly responsible for thematic areas of seaweed value chains in Indonesia. Under the overall supervision of the Programme Manager and National Chief Technical Advisor (NCTA), the expert will be responsible to enhance seaweed SMEs compliance with national, international standards and technical regulations. The outcome emphasizes the completion and up-scaling of seaweed aquaculture and post-harvest SOPs, training stakeholders in the value chain in the use of such SOPs, and supporting selected seaweed processors in obtaining internationally recognized certification and assisting value chain actors in designing and implementing upgrading projects for the value chain improvement.
Requirements:
You should have a postgraduate university degree in fisheries or other related subjects, more than 10 years of experience in seaweed value chain development, in-depth expertise in seaweed farming, product development and processing. You have a strong understanding of the sector and have a very good understanding of the sector’s institutional setup and major stakeholders. You are aware of the megatrends affecting the sector and able to interpret their implication for the sector in terms of development opportunities, challenges and risks. You are confident to coordinate the implementation of project activities between public and private institutions, beneficiaries and project senior experts. You have excellent communication skills, both in Bahasa and English and are able to relate to people with diverse backgrounds such as high-ranking officials, technical experts and industry actors.
