The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five year-and-eight months initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities, and others to achieve the following "high level" results:
- An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
- An increase of 500,000 people in urban areas with access to safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination, and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector, and government WASH service provision.
The Swiss State Secretariat for Economic Affairs (SECO) acting through the United States Agency for International Development (USAID) share the mutual goal of improving the performance of water utilities to increase access to clean water in Indonesia, particularly to address two technical challenges that are especially impactful: (1) high rates of non-revenue water (NRW); and (2) poor energy efficiency (EE). To provide a comprehensive and measurable NRW reduction and EE improvement in Indonesia, SECO agreed to co-finance USAID for a three-year technical assistance program, implemented under the current USAID IUWASH PLUS program with seven PDAMs in two regions, i.e. West Java and Central Java provinces.
To achieve these outcomes IUWASH-PLUS need high caliber candidates to fill the position of Individual Consultant - PDAM WebGIS Integration Specialist (JOB CODE: STTA/WGIS_JKT)
The purpose of Implementing the WebGIS application is to support the non-revenue water (NRW) reduction program, particularly by displaying spatial data on pipelines, district meter area (DMA), and customer locations. This application can later be equipped with a display of the locations of water pressure and discharge sensor points along with their reading data, making it easier for PDAMs to manage water loss caused by pipe leaks. Digitally, the WebGIS application will help the process of finding the location of leaks and the causes of lack of water pressure, the handling of distribution problems in the field will be carried out more quickly, efficiently, effectively, and transparently, in the end, it will help reduce NRW water and increase Local Government income especially from drinking water services to the community. On the other hand, this application will also be able to assist PDAMs in the process of implementing new connection services, disconnection actions, and plans for developing service coverage areas.
To ensure that the USAID-SECO technical assistance in the implementation process of SPAM spatial data integration into the WebGIS system, in 10 (ten) PDAMs runs smoothly, a short-term technical assist staff is needed.
Tasks:
The main responsibility of the PDAM WebGIS Integration Specialist is to assist PDAMs in integrating water supply spatial data into the WebGIS application system for 7 (seven) PDAMs of 2 (two) regions, which are PDAM Kota Magelang, Kab. Magelang, Sragen, Sukoharjo and Wonosobo in the Central Java region, and PDAM Kab. Bogor is the West Java region.
The detail of his tasks will include:
- Preparing OS and supporting applications needed for the physical server or VPS to be ready for WebGIS application Installation
- Perform WebGIS application installation and make sure all the functionalities running well
- Assist PDAM to determine how spatial data will be imported (Shapefile-based or Spatial database)
- Ensures imported spatial data has the required attributes in the WebGIS application.
- Create links to be able to display data from loggers into WebGIS applications.
- Provide training for administrators and general users in PDAM
- Provide training for administrators to maintain the WebGIS application data stored in the server
Not limited to the tasks above, he also has to carry out monitoring to ensure that the WebGIS application operates properly in all assisted PDAMs, including 3 (three) PDAMs that previously operated, namely PDAM Surakarta in the Central Java region and Karawang and Depok in the West Java region.
In carrying out its duties, the PDAM WebGIS Integration Specialist in the Central Java region will be supervised by CJRO GIS/ Mapping Associate, while in West Java by WJDT GIS/ Mapping Associate
Required Qualifications
To ensure the delivery of the output: the Implementation of Web GIS Mapping Jaringan Distribusi Air Minum, Applicant must have the following qualifications:
- IT educational background, especially in computer programming
- Minimum 5 years experience in the development of General computer application
- Experience in web-based and android applications and integration with spatial mapping databases
- Understand API and integration of digital sensor data communication and presentation on the spatial mapping system
