"The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations.
In the context of the bilateral cooperation between the Government of Germany and the Government of Indonesia, the Social Protection Programme (SPP) assists the Government of Indonesia in developing long-term strategies for a comprehensive system of Social Protection. The National Development Planning Agency (BAPPENAS) is its main partner. The collaboration was reinforced and strengthened during the German-Indonesian Government Negotiations in 2017. SPP is part of the "Sustainable Economic Development and TVET" priority area.
The New SPP aims to improve risk coverage and promote the independent economic existence of the poor and vulnerable to contribute to innovative approaches to complement the social protection system for the poor and vulnerable. The project works in the following intervention areas: (1) Adaptive Social Protection (ASP) with a focus on capacity development for BAPPENAS and another key stakeholder in performing their tasks to lead the policy consultation at the national level and facilitating the development of the strategic recommendation for expanding social protection against risks from extreme weather events and natural disasters; (2) Financial Inclusion by supporting PT Pos in modernising its services through the digital giro platform and expanding savings products which will increase access to financial services for poor and vulnerable groups; and (3) Labor market access for Person with Disabilities by providing advisory services and technical support for the development of the concept and strategy of inclusive design from employment promotion instruments and reform plans for the vocational education and training sector, through the Social Security Administering Body, BPJS Ketenagakerjaan and other key stakeholders.
Further, from the 1st of January 2022, SPP enters a new approach by introducing actuarial science technical support to redesign and rearrange the social security benefits for the Indonesian population and improve the programme's effectiveness and efficiency management under the leadership of Bappenas. This approach is aligned with President Joko Widodo's social protection reform agenda as endorsed on the 5th of January 2021.
GIZ is seeking 1 (one) qualified Indonesian candidate for the following position:
ADVISOR
Social Security (on Social Health Protection, Epidemiology)
Main Responsibilities
- supports the Social Health Protection (SHP) work area related to epidemiology under component 4 (Actuarial Technical Support) of the Social Protection Programme Indonesia Project
- provides advice on One Health Approach (including epidemiology field) related policies on SHP, mainstreaming into government development planning and monitoring systems, and financing mechanisms
- produces joint publications on the One Health Approach and Social Health Protection area
- supports the Principal Advisor (AV) to ensure the contribution of the GIZ in the social protection reform is legitimised by providing professional advice to partners and maintaining communication
- liaise with the Ministry of National Development Planning (Bappenas), the Ministry of Health (MoH), and other relevant ministries and government agencies, particularly with BPJS Kesehatan and the National Social Security Council (NSSC/DJSN), concerning the project implementation
- supports the Social Health Protection Advisor in preparing and communicating the quarterly report to Bappenas
In this context, the position holder fulfils the following tasks:
Tasks
- Project implementation, monitoring, reporting and administration
- develop a sound scientific policy paper concerning the relevance of epidemiology assessment in the redesign and rearrangement of Indonesia's social protection programmes benefits and coverage
- develops concept notes relevant to the One Health Approach (including epidemiology field) under the social health protection area
- expands the collaboration and dialogue with key stakeholders, especially with the Ministry of Health, BPJS Kesehatan, NSSC/DJSN, academicians and universities, in the way to increase the partnership within the SHP arena
- provides overall project management support and performs the role of Advisor in carrying out programme activities in a timely and high-quality manner
- supports the AV in managing the baseline study subcontractor
- supports project management, including providing inputs to the annual work plan in close consultation with project partners and/or implementing agencies
- provides recommendations on identified needs, concept development and strategy formulation for social health protection area
- assist the SHP Advisor in formulating terms of reference and supervising external support (consultant) assignments for social health protection subject
- supports the organisation of training sessions, seminars and other events, including event organisation, programme development, input preparation, participant selection and outreach, and event report
- supports AV and SHP Advisor in preparing the monitoring of project progress and the activities of components through the GIZ tool (Result Based Monitoring), reviews reports and documents on the progress of joint programmes, evaluates and identifies bottlenecks and recommends alternative management options to the AV.
- supports AV in reporting tasks, including but not limited to annual reports to the Commissioning Party (BMZ) and quarterly and yearly reports to Bappenas, as well as compiling relevant data and materials
- assist the SHP Advisor in the regular reports with Bappenas and other key stakeholders
- uses GIZ's Capacity Works to organise the project activities.
- Professional advisory services
- provide technical input and advice (writing and verbally) concerning the epidemiology relevant subjects and its implication in the evaluation of the government's current National Social Insurance (JKN) schemes and Social Security programmes, including for persons with disabilities and old-age
- develop a baseline study concerning the epidemiology situation in Indonesia and its implication in the overall social protection programme design
- provide advice for the baseline study concept on the existing social protection programme (social health insurance and social security)
- support the work related to the study and analysis on alternative benefits and/or coverage expansion of social health insurance and social security programmes
- assists with international/national consultants, academicians and universities for research activities and studies on political issues related to epidemiology, which benefit the overall approaches of the SPP
- Networking and cooperation/liaison
- works closely with the Directorate of Demography and Social Protection of Bappenas to implement the activities.
- expand the cooperation and identify the potential collaboration with the think-tanks and research institutions, and manage its relationships with representatives from research organisations, academia, civil society/labour organisations, and government agencies in the SHP field
- facilitates communication between national and local research institutions, think tanks and universities' interests and efforts and encourages sharing ideas and information for the benefit of the project.
- supports AV in the preparation of future new projects such as the foreseen Social Health Protection (SHP) project (organise meetings with project partners, compile inputs for proposal development and project concept, assist the arrangement and communication for project mission)
- ensures coordination and regular communication with the project team under the Social Protection Programme project
- ensures cooperation, regular contact and dialogue with partners, relevant organisations, non-governmental agencies, and individuals in the project and with other projects to improve and maintain good working relationships
- communicates regularly with other GIZ projects within GIZ Indonesia and ASEAN on specified topics related to social protection/social health insurance, communication, and digitalisation
- Knowledge management
- produce a monthly working paper on epidemiology and related to burning issues in SHP fields
- communicate and discuss the policy paper and burning issues with relevant partners, particularly MoH, BPJS Kesehatan, NSSC/DJSN, universities and civil societies
- assist the SHP Advisor to develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures related to epidemiology and social protection reform
- draws up reports and presentation documents on epidemiology and its relevant issues to SHP
- supports the formulation of reports and presentation documents related to the working areas under his/her responsibilities
- assist SHP Advisor to formulates appropriate input for project reports, including annual reports, and contribute to the information required by the AV, Country Office and GIZ Head Quarter
- ensures knowledge transfer amongst team members as well as partners
- acquires relevant information to feed into the Social Health Protection (Output 4) as needed
- Other duties/additional tasks
- performs other duties and tasks at the request of the Superior
- shares information about the project with other relevant projects proactively and seeks synergies across activities
- provide background research and strategy formulation in the above-mentioned areas
- support the Principal Advisor in carrying out project activities, especially for reporting, monitoring and evaluation following the GIZ monitoring and evaluation instrument
- assists other experts – including consultants and subcontractors - and performs additional duties at the request of the AV.
Required qualifications, skills, competencies, and experience
General requirements:
- Indonesian citizenship
- Master's Degree in Social Health Protection related fields, Epidemiology, Demographic, Social Sciences (major on Social Welfare), Economics or related subjects with social insurance
- Fluency in written and spoken English.
- keen analytical, project management, and problem-solving skills
- specialised social insurance and research knowledge
- strong computer skills; and
- solid written and oral communication skills.
Professional experience required:
- at least 4-6 years of relevant experience in Social Health Protection (SHP) related fields, particularly in epidemiology, research, and development
- working experience with affiliated national social security agencies (such as DJSN, BPJS Kesehatan) and scientific research organisations/institutes
- proven ability to produce scientifically proven policy papers and publications
- familiar with Indonesia's social health protection concept and design
- familiarity with scientific methodology and procedures
- knowledge of "statistic and actuarial science" are advantageous
- familiarity with the design and implementation of public policy and its development in Indonesia
- expertise and work experience on multi-stakeholder platform dialogue and communication, facilitation and moderation are valuable
- demonstrate the ability to develop and maintain sound working relationships with high-ranking stakeholders and/or dialogue partners from government, academia, and civil society in the SHP fields
- proven qualification to draft documents in Bahasa Indonesia and English
- international experiences and/or training in Epidemiology related subjects, SHP, and/or Actuarial Science-related fields are value-added
- ability to work independently/with minimum supervision and in an international working environment
- available and able to travel if necessary to support the implementation and dissemination of the project result (including for expert dialogues/meetings, etc.)
- ability to operate ITC technologies and computer applications (particularly MS Office).
