Background
Medecins Sans Frontieres (MSF) is an international medical and humanitarian, non-profit organization acting in accordance with the principles of humanitarian assistance, impartiality, neutrality, medical ethics and medical confidentiality, independent from any political, religious, military or economic authority.
In compliance with MSF’s charter and based on an independent assessment of needs, MSF provides medical and humanitarian assistance to populations in distress without discrimination on the basis of ethnical affiliation, religion, gender or political convictions, in the contexts of epidemics, endemic diseases, natural disasters and conflicts. The humanitarian and impartial nature of MSF’s action and operational principles is recognized and respected by the Parties as a requirement for and condition of MSF’s activities.
MSF in Indonesia is working under a Memorandum of Understanding (MOU) with the Ministry of Health (MOH) that does not allow staff to perform direct service provision to beneficiaries unless given exceptional permission. The areas of intervention in the current MOU is DKI Jakarta and Banten Province. For the purposes of the assessment, MSF shall visit new provinces outside of the MOU scope but will do so with permission from the relevant Provincial government authorities and informing MOH of our intentions. The assessment is foreseen for 6 months, after which draft project proposals should have been developed. Depending on the negotiations with MOH for the amendment of the existing MOU, and when MSF will start the new project/s, MSF shall open new positions relevant to the new project/s activities.
Objective
Participating in the medical component of the assessment of new projects of MSF in Indonesia, including but not limited to Primary Health Care Transformation in Remote Areas (PHC) and Health Care in Prisons in DKI Jakarta (Prisons)
Responsibility
- Supports the MAM in the assessment and identification of the health and humanitarian needs as well as the strategic interventions and possible MSF medical activities in North Kalimantan and Prisons.
- Responsible for the clinical component of the assessment, i.e. clinical activities in the Puskesmas, pustu and clinics and hospitals.
- Checking all administrative procedures related to medical care for MSF supported patients are carried out correctly and according to MSF procedures.
- Organizing training sessions if needed, ensuring quality of training and transfer of knowledge to the staff, both MSF and MOH. After the training, carrying out technical supervision of the trained health staff.
- Contributes in writing reports (i.e. assessment reports, monthy SitReps, medical statistical reports, etc.) by ensuring quality of the collected data and by doing analysis of the data.
- Participating in emergency medical assessments and interventions when appropriate. Supporting the project teams if needed either in the emergency disaster area or from Jakarta
Performing other duties at the request of Medco/DepMedCo
Requirements
Education
Essential recognized nurse degree/diploma with appropriate license/registration
Experience
- Minimum 5 years of previous experience in the Indonesian public health system and various health programs in a humanitarian organization preferred
- Experience in assessments on health and humanitarian needs in primary health care system and/or penitentiary systems or similar areas
- Understand Indonesia government’s way of working and the health system priorities and polices
- Demonstrable experience in supervising and training others in a team setting
- Demonstrated experience in report writing and producing good quality reports for internal and external use, with external use focus on authorities / government re-porting
- Essential computer literacy (O365 suite and applications)
- Fluent in spoken and written Indonesian and English
- Previous experience working with MSF is an asset
