Background
Medecins Sans Frontieres (MSF) is an international medical and humanitarian, non-profit organization acting in accordance with the principles of humanitarian assistance, impartiality, neutrality, medical ethics and medical confidentiality, independent from any political, religious, military or economic authority.

In compliance with MSF’s charter and based on an independent assessment of needs, MSF provides medical and humanitarian assistance to populations in distress without discrimination on the basis of ethnical affiliation, religion, gender or political convictions, in the contexts of epidemics, endemic diseases, natural disasters and conflicts. The humanitarian and impartial nature of MSF’s action and operational principles is recognized and respected by the Parties as a requirement for and condition of MSF’s activities.

MSF in Indonesia is working under a Memorandum of Understanding (MOU) with the Ministry of Health  (MOH) ,one of the scope of MOU is the Disaster and Health Crisis Preparedness and Mitigation Program to implement in the two location (Province of Jakarta Special Region and Province of Banten)  with focus:
  • Strengthening the capacity of healthcare workers and non-healthcare workers in disaster and health crisis preparedness and mitigation.
  • Strengthening coordination, collaboration, networking, and partnership among parties involved in disaster and health crisis preparedness and mitigation through coordination forums and regular discussions
  • Providing technical support through the provision of guidebooks, guidelines and instruments in disaster and health crisis preparedness and mitigation.
  • Strengthening community and adolescent group empowerment in disaster and health crisis preparedness and mitigation
Objective
  • As a member of the E-Hub team, participates to the effort to increase the capacity of MSF colleagues and peers as well as of staff from MoH and other organizations to respond to emergencies.
  • Under the supervision of the E-Hub Project Coordinator, with a functional link with the Medical Coordinator and practical connection with MSF EH technical referents, takes ownership of the development and dispensing of the WASH in Emergencies training program in Indonesia, with a potential regional perspective.
  • With the support from EH Unit, provides technical guidance, develops modules and ensures the implementation of the mission’s WASH in Emergency training program, integrating national policies and common practices with MSF guidelines.
  • Create and maintains good relationships with other WASH and emergency response actors, in order to cooperate in building capacity in WASH in Emergency and avoid duplications. 
  • Facilitates the revision, update and implementation of the mission Emergency Preparedness plan, with a special focus on WASH and logistic activities. 
  • Participates in emergency assessment and response activities, with the rest of the team.  
Responsibility

Primary
  • Work closely with IFRC Indonesia, PMI, UNICEF and other organizations in negotiating, coordinating, and supporting the development of a combined WASH in Emergency Training program within Indonesia and potentially the region.
  • Under the supervision of the E-Hub Project Coordinator and support from EH Unit, develop a curriculum and modules for WASH in Emergency training adapted to the Indonesian / regional context, in close collaboration with HQ EH referent, E-Hub Medical Activity Manager and Medical Coordinator
  • Assure dispensing of the WASH in Emergency Training program to beneficiaries
  • Review, improve, and provide technical input to the mission’s LogFrame related to WASH in Emergency in collaboration with the E-Hub Project Coordinator, E-Hub Medical Activity Manager, and Medical Coordinator
  • Represent MSF in WASH cluster meetings, with suppliers and other stakeholders
  • Lead and facilitate the revision of the mission Emergency Preparedness guidelines, with a special focus on WASH and logistics.
  • Provide technical guidance to the E-Hub team and SLM’s in the mission
  • Follow-up and report on the work progress including participating in relevant coordination meetings and provide input to the monthly reports (SitRep, Logistics Statistical Report, etc.)
  • Complete the assessment on the availability of extrernal national WASH in Emergency trainings within Indonesia and provide the mission with a feasibility report including detailed stakeholder mapping
Secondary
  • Support the further development of the WASH technical aspects of the MSF projects in Indonesia, and participate in the project design and development, ensuring that technical WASH aspects and the compliance with the local legislation and practices in the area of expertise are met (including timing, financial, materials, equipment, and human resources needed)
  • Identify, collaborate and provide main support to the technical representatives of the national interlocutors like ministries or national suppliers. Prepare all technical content in the national and international tenders and participating in the selection committee.
  • In coordination with the PAM and E-Hub Project Coordinator, plan and participate in the recruitment, training/induction, evaluation, potential detection, development, and communication of potential new staff under his/her hierarchical supervision to ensure both the sizing and the amount of knowledge required
  • Develop and maintain strategic relationships with local stakeholders, local authorities, and national government counterparts
Requirements

Education
Essential university or technical school diploma, desirable WASH, environmental health, construction, engineering, or studies related to the area of specialization

Experience

Essential 
  • Experience in WASH positions (preferably in emergencies)
  • Excellent communications skills, including written and spoken fluency in English.
Desirable
Experience in teaching / capacity building: setting up and running training/ToT programs within WASH in Emergencies.

Demonstrated flexibility and creativity in planning and problem solving.

Proven understanding of MSF Field Logistics
