About PERINTIS – PERINTIS is a project implemented under the DFAT-funded Indonesia Australia Partnership for Infrastructure (KIAT).
The purpose of PERINTIS is to support Palembang’s sanitation program through a social marketing campaign and training. The focus is on helping community members make informed decisions about sanitation and assisting local government and contractors to deliver effective sanitation services.
Based in Palembang, South Sumatra, Indonesia, the Procurement Specialist will provide 2 days per week support to the PERINTIS Program Coordinator and Technical Specialists to accurately oversee procurement related to infrastructure projects between now and December 2023. This Specialist will also provide ad/hoc support to general program procurement, and review and advise on the effectiveness and efficiency of current processes.
Primary Duties and Responsibilities:
- Support the PERINTIS Technical Specialist and Program Coordinator to develop Invitation to Tender, Scope of Works, and other relevant documents for current infrastructure projects.
- Review and advise on PERINTIS procurement processes across the team, providing procurement training where necessary and appropriate and ensuring documentation is aligned to DFAT requirements and Indonesian procurement legislation.
- Ensure documentation is accurate and is filed according to the PERINTS filing procedures.
- Review and advise on tender submissions to ensure adherence to all relevant legislation and procurement best practice.
- Ensure all construction-related procurement is accurately costed, including a comprehensive and accurate Bill of Quantities.
- Ensure tenderers have all relevant credentials, including under Indonesian and Australian regulations.
- Ensure all construction and other procurements consider GEDSI principles, including accessibility and gender-sensitive requirements such as disability-friendly bathrooms, ramps, lighting etc.
- Support capacity building for staff in procurement, through relevant training and streamlining of internal processes.
Required Qualifications:
- Minimum 10 years’ experience managing and advising on procurement, including in the field of construction.
- Demonstrated experience in working/liaising with groups such as CSO/CBOs, government, the private sector and training and education institutions.
- A strong understanding of Indonesian and DFAT procurement regulations, processes and legislation, particularly in the field of construction.
- An understanding of supporting the empowerment of women, disadvantaged and vulnerable groups including people with disability.
- Knowledge of the Commonwealth Procurement Rules and working with DFAT.
- A Diploma III, first degree or higher in relevant fields of either procurement, contracts, business, finance accountancy, or government.
- Certified Procurement Specialist qualification
- A first degree or higher in Engineering will be highly regarded.
