Policy & Climate Adaptation Research Officer

  • Coordinate and consolidate data and information relating to climate hazards, risks, and vulnerabilities from studies conducted by various stakeholders.
  • Coordinate the development of climate adaptation research projects and strategies for the State of Selangor in collaboration with relevant stakeholders.
  • Prepare Cabinet papers, policy papers, and proposal papers for submission to the Selangor State Climate Change Action Council Secretariat to obtain approval for research projects, policy initiatives, and strategic programmes.
  • Provide research-based inputs and recommendations for new state policies and strategic planning documents, including the Selangor Plan and the State Structure Plan.
  • Coordinate the implementation of climate adaptation projects and programmes undertaken by the Selangor Climate Adaptation Centre.

Qualifications:

  • Bachelor’s degree in public policy, Sustainability, Social Science, Political Science, Environmental Science, Urban Planning, Geography, Engineering, or related discipline.
  • Minimum 4 years of relevant working experience in Public Policy, Sustainability, Climate Change, Strategic Partnerships, Science & Environment
  • Excellent communication skills in both Bahasa Malaysia and English, both written and verbal.
  • Proficient in Microsoft Office Suite applications (Word, Excel, and PowerPoint), Canva
  • Proactive and creative with the ability to work independently and also collaboratively in a team environment
  • Experienced in managing stakeholder engagement activities and fostering strategic partnerships with a diverse range of stakeholders, especially government agencies.
  • Excellent analytical, research, and critical thinking skills.
  • Experienced in interpreting technical data and translate research findings into practical policy recommendations.

ABOUT THE SELANGOR CLIMATE ADAPTATION CENTRE (SCAC)

The Selangor Climate Adaptation Centre is an organization operating under the auspices of the Selangor State Economic Planning Unit (UPEN). Its core mandate is to coordinate and implement the State Government’s environmental and climate change policies, initiatives, and campaigns, in alignment with federal climate change policies. Additionally, the Centre monitors the implementation progress of the Sustainable Development Goals (SDGs) and Environmental, Social, and Governance (ESG) frameworks, keeping pace with national SDG targets and the 12th Malaysia Plan heading towards 2030.

To fulfill the State of Selangor’s vision of becoming a sustainable and green state, the Centre plays an active role by:

  • Collaborating with domestic and international strategic experts to support Selangor’s mitigation and adaptation efforts regarding climate change issues;
  • Conducting studies and research related to environmental management and climate change risks, and proposing policies, frameworks, and legislation to the State Government and local authorities (PBTs);
  • Engaging with diverse stakeholders—including Non-Governmental Organizations (NGOs), the private sector, and local communities—to gather feedback for improving environmental and climate change policies and initiatives;
  • Coordinating, executing, and monitoring the implementation of state-level policies, such as the First Selangor Plan (RS-1) and the Selangor State Climate Change Policy, through key initiatives including:
    • Reducing greenhouse gas (GHG) emissions through renewable energy, energy efficiency, and the adoption of green technology;
    • Providing carbon emission inventory reports through the GHG Inventory System to be developed by UPEN, in line with targets set in the First Selangor Plan (RS 1); and
    • Coordinating climate change mitigation and adaptation strategies between local authorities (PBTs) and the State Government.
